Leimbach/Pkwrs/ [937]257-6721 This combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP) and this includes all provisions and clauses in effect thru FAC 90-40. This is a sole source requirement IAW FAR 6.302-1. This Request for Proposal (RFP) has the following line item: MSC (MacNeal-Schwendler Corporation)/PATRAN (MacNeal-Schwendler Corporation) with IGES, Analysis and Queue Manager; Analysis Integration Package; Materials Option; Pro/Engineer CAD Access; MVISION Builder; Standard Data Bank; MSC/NASTRAN; and MSC/ABAQUS. This requirement includes one year of MSC/PATRAN maintenance which includes all software updates and telephone support. The contractor shall meet all minimum requirements as stated. MCS/PATRAN is a Computer Aided Design (CAD) software package used to model advanced structural technologies for military gas turbine engines. All responses received from responsible sources on or before 15 days from this publication will be fully considered. Mr. Michael S. Coalson has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
