Stephanie D. Hunter, shunter@ems.jsc.nasa.gov. NASA/JSC plans to issue
a Request for Offer for the Design, Development, Fabrication,
Qualification and Delivery of 10 metal lined, composite overwrapped
pressure vessels. These pressure vessels shall meet the safety and
design requirements of MIL-STD-1522A per the SOW and be shown to be a
leak before burst design. The tank shall have an MDP of 10,000 psig @
2000F, with a proof rating of 15,000 psig and minimum burst of 20,000
psig. The pressurized envelope shall be approximately 3.95" diameter by
20" long and have a pressurized internal volume of 172 cubic inches
minimum. Offerors are encouraged to use existing tooling or qualified
designs if they are close to this envelope, save time, or reduce cost.
The cycle life shall be 100 cycles to MDP, the operational life shall
be 10 years minimum. The operating environment shall be -100 to 2000
F. Port shall be MS33649-04, with lockwire holes, a ring groove and
wrench flats(or equivalent) for assembly to the system. The tank shall
have a non-conductive fiberlayer between the liner and the overwrap.
Two tanks shall be provided no later than 3/31/97, with the balance
within 3 months. Fluid media will be nitrogen, air, helium, and freon
14. Tanks shall be delivered cleaned to level 100A per MIL-STD-1246. In
addition to other required analyses, composite pressure vessels shall
be assessed for adequate stress rupture life. The contractor shall
participate in a Qualification Test Results Review (QTRR) via telecon
and present the final qualification report. The Contractor shall
perform Acceptance Testing on each Pressure Vessel in accordance with
the approved Test Plan. The contractor shall establish and maintain a
Quality Management System (QMS) on the contract date that complies with
ANSI/ASQC Q9001-1994, American National Standard, Quality Systems Model
for Quality Assurance in Design/Development, Production, Installation,
and Servicing. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. The DPAS Rating for this
procurement is DO-C9. The provisions and clauses in the RFO and
contract are those in effect through FAC 97-2. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about
01/12/98 with an anticipated offer due date of on or about 02/13/98. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
and any documents related to this procurement will be available over
the Internet. These documents will be in Microsoft Office Suite (Word
6.0, Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide
Web (WWW) server, which may be accessed using a WWW browser
