59 -- HANDHELD INFRARED POINTERS SOL M67854-98-R-2043 DUE 013098 POC Vicki Whiteman (contract specialist) or Ellen Simonoff (PCO), 703-784-5822 Marine Corps Systems Command intends to negotiate a sole source contract with B.E. Meyers & Co. Inc, Redmond, WA for IZLID-1 pointers (qty 10), IZLID-2 pointers (qty 6), Green Beam Designators (qty 5), and diffuser caps (qty 7) in support of an experimental program being conducted by the Marine Corps Warfighting Lab (MCWL). For use in an urban environment, these handheld infrared pointers will enable personnel at the small unit to direct rotary wing and fixed wing aircraft to applicable urban targets. These pointers will allow targeting to be conducted from a variety of ranges and in day/night conditions. These devices are required to weigh less than 3 pounds in the < 650mw range, are to be compatible with the Mk7 day/night sights purchased by MCWL, and are to provide modularity to the target acquisition system. This modularity includes employment as an integrated component with cameras, spotting scopes, binoculars, and night vision devices owned by MCWL. Furthermore, the 66 feet waterproof ability will allow for use in multiple environmental conditions which provides more data points than other systems. All 3 systems are day/night capable, they have selectable energy outputs, and are operated by commercial batteries. The statutory authority for this sole source action is 10 U.S.C.2304(c)(1), Only One Responsible Source. However, companies that believe that they can perform this requirement should identify their capability by 30 Jan 98 to the Contracting Officer. Responses received after 30 January or not providing adequate information to evaluate capability will be considered nonresponsive. Such capability will be used solely for the purpose of determinating whether or not it is appropriate for this requirement to be sole source. A determination by the Government not to compete this proposed contract based upon responses to this notice, is solely within the discretion of the Government.
