The revised selection criteria in order of importance are as follows: (1) Professional capabilities in Architectural, Civil, Electrical, Mechanical, Structural, environmental, and Fire Protection Engineering; (2) Specialized experience with the design of these types of facility modifications; (3) Capacity to acomplish the work in the required time frames, with respect to the scope of work that can be undertaken; (4) Past performance of the A/E firm and consultants. The A/E must provide with the SF 254 letters of reference or performance evaluation reports from at least five prior clients from other than this agency. Letters must address cost control, quality of work, and compliance with performance schedules on recently completed contracts; (5) Location of A/E firm in relation to the project; (6) Demonstrated sucess in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; (7) Volume of work awarded by DOD during the prior 12 month period, in consideration of equitable distribution of work among qualified A/E firms.
