Contract Action modifies the 31 Jul 97 CBD Presolicitation Notice (Cite
Number W-212 SN104464). The United States Air Force Space and Missile
Systems Center (SMC) intends to release a draft solicitation and final
solicitation in late Jan 98 and Mar 98, respectively, for Evolved
Expendable Launch Vehicle (EELV) development and Initial Launch
Services (ILS). The proposals will be due 30 days after release of the
final solicitation. All interim releases of documents, the draft
solicitation, and the final solicitation will be made available to
industry via the EELV World Wide Web Internet Homepage
(HTTP://WWW.LAAFB.AF.MIL/SMC/MV/ EELVHOME.HTM). Industry should
transmit any comments regarding these documents to the Procuring
Contracting Officer using the same means. The EELV program is an
expendable space launch system that will satisfy the Government portion
of the National Mission Model (excluding crew-rated or cargo return
missions), reduce overall system recurring costs, and maintain or
improve the reliability, operability, and capability of current medium
through heavy lift systems (Delta, Atlas, and Titan IV). The 31 Jul 97
Presolicitation Notice outlined an EELV acquisition strategy consisting
of three successive modules under full and open competition among U.S.
manufacturers. The first module, Low Cost Concept Validation (LCCV),
began on 24 Aug 95 with four $30M contracts awarded for a 15 month
period of performance. The second module, Pre-Engineering and
Manufacturing Development (Pre-EMD), began on 20 Dec 96 with the award
of $60M contracts to Lockheed Martin Astonautics and McDonnell Douglas
Aerospace. The Government evaluation of competitive EMD and Production
proposals would have resulted in a final downselect to one contractor.
On 6 Nov 97, the Acting Under Secretary of Defense for Acquisition &
Technology announced a revision to the overall acquisition approach for
EELV. The revised approach will (1) position the DoD to procure
commercial EELV launch services instead of separate production and
launch operations efforts, (2) maintain an ongoing competition between
the two Pre-EMD contractors rather than downselecting to one, and (3)
have the contractors share the cost of developing a national launch
capability that meets Government requirements and is commercially
marketable. Consistent with this approach, the Air Force intends to
process a Justification & Approval (J&A) to limit the competition for
the Development/ILS effort to the two current EELV contractors. The
Development/ILS effort requires establishing an operational national
launch capability in accordance with the Government requirements
(System Performance Document), and providing launch services for the
FY01-05 missions in the EELV National Mission Model. Responsible
offerors for the Development/ILS effort must (1) be U.S. manufacturers
as defined in the Pre-EMD Request for Proposal (2) meet the
requirements outlined in the Downselect Design Review document (3) have
the capability to meet the program schedule, including completion of an
environmental analyses and ability to obtain necessary construction and
other permits, and (4) provide documents commensurate with the Contract
Data Requirements List (CDRL) items required under the Pre-EMD
contract, including a Life Cycle Cost Estimate (LCCE) that clearly
supports a 25% reduction in the cost of space launch, System/Segment
Interface Control Document, System/Subsystem Design Document,
Environmental Analysis Report, and A-level specifications
(System/Launch Vehicle Segment/Ground Segment). Firms who did not
perform under the LCCV and Pre-EMD contracts, and who believe they can
compete as prime contractors in the Development/ILS effort are
encouraged to submit a statement of capability and qualification
addressing the above criteria within 20 calendar days of this synopsis
