This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DABT51-98-B-0002 is being issued as an Invitation for Bid. An IDIQ contract will be awarded. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 90-46. This acquisition is unrestricted. Standard Industrial Classification code is 7353. Delivery point will be within a 350 mile radius of El Paso, Texas. Exact locations will be identified on delivery orders. FAR provision 52.212-0001 -- Instructions to Offerors is applicable (para g and i have been deleted). FAR provision 52.212-0002 is applicable. This solicitation is for rental of heavy equipment as follows: CLIN 0001 Escavator w/rock hammer & Buck CAT 3266 or equal-Est Annual Usage (EAU) 3 ea/2 mo; CLIN 0002 Scooploader, 2.5 cy, with 2 1/2 YD bucket, CAT 938F or equal-EAU 3 ea/2 mo; CLIN 0003 Dozer, D6 or D7 with Rippers/Winch-EAU 3 ea/2 mo; CLIN 0004 Backhoe-EAU 01 ea/2 mo; CLIN 0005 Compactor-EAU 02 ea/02 mo; CLIN 0006 Dump Truck, 10 Ton-EAU 05 ea/02 mo; CLIN 0007 Water Truck, 2000 gallon w/spread bar-EAU 03 ea/02 mo; CLIN 0008 Cherry Picker w/Hydraulic Man Lift-EAU 02 ea/02 mo; CLIN 0009 Forklift, 10000 lb, CAT 938F or equal-EAU 01 ea/02 mo; CLIN 0010 Flatbed Truck, 8 Ton-EAU: 021 ea/02 mo; CLIN 0011 Grader, CAT 140G or equal-EAU 06 ea/02 mo. Option Year Contract Line Item Numbers 0101 through 0111-discription/quantity/EAU same as base year. Note: EAU is provided for informational purposes only. All quantities are estimated. Structure bid schedule for all CLINS with a monthly rental charge. Multiple awards may be made. The minimum for each CLIN awarded on each contract is one. There is no set maximum. Statement of Work: 1) Heavy equipment will be used to support operations within 350 mile radius of El Paso, TX. Contractor will deliver equipment to site required. Delivery/Pick-Up charge will be included in monthly rental charge. 2) The contractor is responsible for all licensing and registration fees. 3) The contractor is responsible to provide all scheduled and unscheduled maintenance and repairs. A maintenance record will be located in the vehicle glove compartment and indicate scheduling of all routine maintenance. Vehicles delivered without maintenance records will be rejected at no charge to the Govt. 4) The contractor is responsible for all operational expenses, parts and supplies (includes tire change and repair). 5) Vehicles will be delivered with a full tank and will be returned to contractor with a full tank. 6) Should a vehicle become inoperative, due to accident or repairs, the contractor will provide a replacement vehicle within 24 hours of notification. 7) Initial delivery will be made within 72 hours of notification of delivery order. 8) Vehicles will be rented with an unlimited hours of operation. 9) A joint inspection will be conducted prior to acceptance and turn-in to determine the mechanical and physical conditions of the vehicle. The findings will be documented and initialed by both parties. 10) The Govt will not be held liable for normal fair wear and tear, including chipped / cracked / scratched paint or glass, or any other ancillary damages. 11) The Gov't is self insured. 12) Claims will be submitted with 10 days of return of vehicle. In cases of total loss, the Govt will be responsible up to wholesale book value. The bids received against this solicitation are due 1400 hours, 15 Jan 98.
