This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a notice of intent to request a quote and negotiate with Aerospace Optics, Inc., 3201 Sandy Lane, Fort Worth, TX 76112 on an other than full and open competitive basis. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number N00421-98-Q-1016 is issued as a Request for Quote (RFQ). The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 97-01 and Defense Acquisition Circular 91-12. The applicable SIC is 3643. The contract line item numbers and items are: CLIN 0001 Two hundred two (202) NVIS Green B Front Pushbutton Lighting Caps (PILOT/NFO) P/N 99-XXX-6K4-24321, CLIN 0002 Seventeen (17) NVIS Yellow Front Pushbutton Lighting Caps (MASTER CAUTION) P/N 99-XXX-6S2-24322, CLIN 0003 Twenty four (24) NVIS Green B Front Pushbutton Lighting Caps (<=) P/N 99-XXX-6S2-24320, and CLIN 0004 Eight (8) NVIS Green B Front Pushbutton Lighting Caps (SEL) P/N 99-XXX-6S2-24323. These items shall meet all applicable requirements of MIL-L-85762A (Lighting, Aircraft, Interior, Night Vision Imaging System (NVIS) Compatible, dated 26 Aug 88). All first tier references cited in MIL-L-85762A shall be mandatory for use. Lower tier references shall be used for guidance only. This requirement will be negotiated on a sole source basis with Aerospace Optics, Inc. due to the compatibility requirement for modification of the existing Aerospace Optics pushbutton assemblies. This will be a firm-fixed price contract. This acquisition will be processed in accordance with Simplified Acquisition Procedures. The contractor shall deliver CLIN's 0001 -- 0004 within 16 weeks after contract award to: Receiving Officer, Supply Receipt Control Branch, Building 665, Naval Air Station, 47179 Vaughn Road, Unit NASSU, Patuxent River, MD 20670-5304, m/f Laurie Bryner, Code 4.1.2.1, Bldg. 2187, Suite 2280. Inspection and acceptance shall be made at destination. FAR 52.212-1 Instructions to Offerors -- Commercial Items (Jun 1997) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 Evaluation-Commercial Items (OCT 1995) does not apply to this acquisition. Instead, this requirement is for the specified brand/part item only, as such low cost/technically acceptable criteria are the basis for this evaluation of quotes. The offeror shall provide backup information verifying the price offered, e.g. a copy of the current catalog or established price list, three invoices for the same equipment, etc.. Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jan 1997) with its quote.
