NASA/GSFC plans to issue Request for Offer (RFO)5-63434-608 for Scientific Services and Related Support of Experiments for planning, conducting, analyzing and documenting airborne lidar experiments in conjunction with the Airborne Topographic Mapper (ATM), Airborne Oceanographic Lidar (AOL), and Artic Ice Mapping Projects at Wallops Flight Facility. Contractor will be required to provide analyses of ATM and AOL data sets which will yield information about photoplankton in the oceans, and shall provide analyses of Airborne lidar/Global Positioning System data sets to monitor changes in the Greenland ice sheet and the thickness of Artic sea ice. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The SIC Code and Size Standard are 7374 and $18,000,000.00, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-02. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about 1/28/98 with an anticipated offer due date of on or about 2/27/98. An ombudsman has been appointed -- See Internet Note "B".
