264-7355 Supplemental Architect -- Engineering (A-E) Services on an as
needed basis for a term of one year under a Firm, Fixed Price,
Indefinite Quantity contract for repair, alteration and new
construction projects of $1.7 million or less located primarily in
metropolitan New York (Boroughs of Manhattan, Brooklyn, Queens & The
Bronx) and the Counties of Nassau, Suffolk, Rockland & Westchester;
however, projects may be performed throughout all of GSA Region 2
including the states of New York, New Jersey (Counties of Bergen,
Essex, Union, Morris, Passaic, Hudson, Middlesex, and Monmouth), as
well as Puerto Rico and the U.S. Virgin Islands. Services may include
but are not limited to: Existing condition and feasibility surveys and
investigations; site selection; planning and program studies;
preparation of construction contract drawings, specifications and cost
estimates; Post Construction Contract Services (PCCS) including review
of shop drawings, samples, equipment, operating manuals and other
submittals, preparing As-Built Drawings, etc.; Construction Inspection
Services (CIS). The A/E team must be able to provide services for
projects in building areas where asbestos containing materials or lead
based paint are present including the preparation of contract
documents for the removal of these materials. Contracting for and
coordination of the services of specialty consultants (e.g.,
acoustical, civil, geotechnical, hazardous material, historic
preservation, seismic, & telecommunications) on an occasional, as
needed basis may be required. However, the permanent team proposed by
the offerors shall have the ability to perform the basic architectural
/ engineering functions (architectural, mechanical, electrical,
structural, fire protection engineering (consistent with the
requirements found in the Federal Fire Safety Act of 1992),
elevator/escalator, environmental & cost estimating) with in-house
personnel. Joint venture or firm / consultant arrangements will be
considered and evaluated on the demonstrated ability of the members to
provide and perform the basic architectural / engineering functions in
an efficient manner with minimum layers of management. The Government
intends to award up to four (4) contracts under this solicitation. The
term of each contract will be for a one (1) year base period with four
(4) unilateral one (1) year renewal options. Each contract awarded will
have a maximum order limitation (MOL) of $1,000,000 dollars per year.
Please be informed, GSA intends to negotiate with the Small Business
Administration (SBA) for a possible 8(a) award for one (1) of the four
(4) anticipated contracts for the services referenced in this
announcement. The Government will use the fixed price amounts provided
in the supplemental architect / engineer contract lookup table for
pricing task orders for design services. This table will be provided to
each A/E during initial contract negotiations. Each contract will also
include hourly rates for all disciplines for use in negotiating fixed
price task orders which do not fall within the cost range or scope of
the lookup table. It is the Government's intent to incorporate into
the contract the lookup table as a mandatory pricing provision.
However, the Government reserves the right to award contracts based on
negotiated hourly rates only. Each firm awarded a contract will be
required to purchase the latest update of masterspec, including those
divisions written for GSA, directly from the American Institute of
Architects (AIA), at the firm's expense. Each firm awarded this
contract must have the ability to prepare all reports, drawings,
specifications and estimates in metric units. Computer Aided Design
(CAD) shall be used to prepare all project drawings. Drawings shall be
in a format which can be directly used by GSA's standard CAD software,
AutoCAD Release 13, operating under Windows NT 3.51 or NT 4.0 (Not
DOS). SoftDesk Architectural and Engineering software version S7 is
required, if an architectural / engineering interface is used. Drawings
shall be usable by GSA standard software without conversion. Drawings
must have GSA approved add-on features that can be directly used or
converted to work with Office 97. All drawings should follow the GSA
CAD/CIFM Deliverable Policy Requirements. Firms shall describe their
office automation systems and ability to meet these requirements in
their response to this notification. Selection shall be based upon the
following criteria listed in descending order of importance: I.
TECHNICAL CAPABILITY AND EXPERIENCE IN PERFORMING VARIOUS TYPE OF
PROJECTS TYPICALLY COSTING LESS THAN $1.7 MILLION: A) Roof
installation, repairs & replacement B) Window installation, repairs &
replacement C) Building facade repointing, caulking & cleaning D)
Installation, repair or replacement of HVAC equipment including
chillers, cooling towers and related piping, & controls E)
Installation, repair or replacement of domestic water supply and
drainage systems F) Installation, repair or replacement of primary
electrical systems including feeders, transformers, panels, motor
control centers and emergency backup systems G) Installation, repair or
replacement of energy management system, electronic security and fire
alarm systems H) Installation, repair or modification to fire sprinkler
systems I) Installation, repair or replacement of elevators and
escalators J) Interior space alterations in office space including
partitions, flooring, suspended ceilings and related incidental
modifications to electrical, HVAC and sprinkler systems K) Construction
and modification of courts and related support areas L) Construction
and modification of specialized spaces including cafeterias, computer
rooms and child care facilities. II. PROFESSIONAL QUALIFICATIONS: A)
All proposed professionals shall have the necessary licensees,
experience and knowledge to perform under their corresponding proposed
position. III. GENERAL TECHNICAL CAPABILITIES: A) Capability and
experience with the metric system B) Capability and experience in
performing projects involving asbestos and lead abatement C) Capability
and experience in performing projects in historical buildings D)
Knowledge of Government standards, national and local codes E)
Capability and experience in prescribing the use of recovered materials
and achieving waste reduction and energy efficiency in the project
design F) Knowledge of the geographic locality as stated above. IV.
PAST PERFORMANCE ON SIMILAR CONTRACTS: A) Previous indefinite quantity
contracts including the number of and complexity of projects completed
B) Past performance on contracts with other Government agencies and
private industry including quality of work and completion of projects
on time and within budget. V. ORGANIZATION MANAGEMENT AND CAPACITY: A)
Logic and efficiency of organizational structure B) Proposed method of
interfacing with GSA C) Capability and experience of management
personnel assigned to this contract D) Sufficient capacity to
simultaneously perform in a timely fashion the work for 4 projects each
having a construction cost of $1.7 million or less. A Standard Form
(SF) 255 is required for this project, and a Standard Form 254 is
required for EACH firm and/or consultant. Offerors shall submit one
original and three copies of all SF-255 & SF-254s. All SF-255 & 254s
should be signed and dated. Following initial screening of
qualifications and performance data, approximately eight (8) firms
and/or joint ventures will be shortlisted for interviews and evaluation
prior to recommendation and approval of the selected A/E firms. From
the interviewed firms, selections will be made and the results will be
published. Individual Task Orders will be awarded to the contract
awardees by evaluation the technical scoring received in response to
the above criteria. Liquidated Damages may be included on individual
Task Orders. In accordance with Public Law 95-57, the A/E will be
required to provide the maximum practicable opportunities for Small,
Small Disadvantaged and Small Woman Owned Business Concerns. Prior to
award of any contract the A/E (if not a Small Business) will be
required to negotiate a Small, Small Disadvantaged and Small Woman
Owned Business Subcontracting plan. Contract award will be contingent
upon negotiation of an acceptable subcontracting plan. This procurement
is being made under the Small Business Competitive Demonstration
Program. CONSIDERATION WILL BE GIVEN TO LARGE AND SMALL BUSINESS
CONCERNS HAVING AN EXISTING ACTIVE DESIGN PRODUCTION OFFICE LOCATED
WITHIN METROPOLITAN NEW YORK (BOROUGHS OF MANHATTAN, BROOKLYN, QUEENS,
& THE BRONX) AND THE COUNTIES OF NASSAU, SUFFOLK, ROCKLAND &
WESTCHESTER. The size standard for a Small Business Concern, including
its affiliates, having a average annual sales receipt for its
preceding three fiscal years not in excess of $2,500,000.00. Scope of
services and draft contract will be furnished to all firms being
interviewed. The A/Es selected will be required to furnish to the
Contracting Officer preliminary salary rates and overhead rate(s)
within 14 calendar days of selectionnotification. Architect Engineering
firms having capability for the proposed work, in order to be
considered, must submit all required Standard Forms 255/254 no later
than 4:30 P.M. local time on February 5, 1998. Any submissions
(SF-255/254) received after the due date will not be accepted. Firms
and/consultants shall submit current SF-255 and 254 (Rev 11-92). These
forms shall be submitted to General Services Administration, Program
Support Division, 26 Federal Plaza, Room 18-130, New York, NY 10278.
Submissions shall be placed in a sealed envelope and identified with
the following Solicitation No. GS-02P-98-PLD-0015(N). Closing Date:
