A. Gilliam, Contracting Officer The U.S. Coast Guard Maintenance and
Logistics Command Atlantic (MLCLANT), Norfolk, VA is responsible for
the operational readiness of the Atlantic area by ensuring that Coast
Guard vessels and shore activities are fully capable of meeting their
assigned missions. MLCLANT is, therefore, procuring services and
support under the competitive 8(a) program to meet annual requirements
for engineering, design, installation, technical assistance,
maintenance, equipment overhaul, modification, refurbishment,
logistics, training and management support for electrical/electronic
equipment and designated programs of U.S. Coast Guard Shore Facilities,
U.S. Coast Guard vessels, or other worldwide government activities, on
an as-needed basis. The contractor shall provide engineering and
technical services in support of MLCLANT requirements associated with
Command, Control, and Communications (C3) and other electronics
equipment, systems, and programs. Contractor support shall cover, at a
minimum, specific equipment, systems and programs as identified in the
Statement of Work provided in the solicitation. To the extent required,
specified and ordered through individual Task Orders issued under this
contract, the contractor shall provide the following services:
Engineering and Design, Installation, Technical Assistance and Field
Engineering, Equipment Overhaul, Maintenance, and Refurbishment,
Integrated Logistics Support, Training and Management Support. Work to
be completed under this contract may be performed in spaces that
require all personnel therein to have up to a SECRET clearance. The
work under this contract may be performed at the following locations:
U.S. Coast Guard MLCLANT, Norfolk, VA.; contractor's facilities; and,
afloat units and shore facilities worldwide to support MLCLANT
requirements. The performance period will be for a base plus four (4)
twelve-month option periods. An Indefinite Delivery/Indefinite Quantity
Time and Materials type contract is anticipated with work to be
accomplished throughthe issuance of task orders. The SIC Code is 8711
with $20.0 million or less average annual receipts for small businesses
within the last three (3) fiscal years. This solicitation will be
issued on or about February 28, 1998. All requests for solicitation

Department of Transportation (DOT), Office of Small and Disadvantaged

short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
