The Defense Supply Service Washington on behalf of the Small and Disadvantage Business Utilization Office intends to procure "Technical Assistance to Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs)." Pursuant to FAR 6.302-1(a)(2), a Sole Source, Cost contract will be issued to The College Fund/ United Negro College Fund (UNCF), located at 8260 Willow Oaks Corporation Drive, P.O. Box 10444, Fairfax, VA 22031-4511 for a two (2) year period, one base year and one option year. The contractor will provide technical assistance, regional and national workshops, conferences, and seminars to HBCUS and MIs, which shall include information about the Department of Defense's (DoD) organizational structure, how to market the DoD, the processes for requirements generation, program and budget, and acquisition procedures, acquisition reform, electronic commerce/electronic data interchange, privatization, and post award functions. This notice of intent is not a Request for Proposals, though any capability statements received within forty-five (45) days after the publication date of this synopsis will be considered by the Government. Information received will be considered to determine whether to conduct a competive acquisition. However, any determination not to compete this contract is within the Government's discretion.
