(A-E) Services (Type A & Type B) of three A & E firms are required to
provide complete detailed design, studies, and/or inspections for
environmental projects, maintenance, repair, alteration, and new
construction projects, or any combination thereof. The primary services
required for these projects will be multi-disciplinary in nature to
include civil, architectural, structural, mechanical, electrical,
environmental, and interior design. Other engineering services may be
required for proper project completion. Services will be required for
commercial, industrial, or utility type facilities located at Tinker
Air Force Base, Oklahoma. (b) The design of environmental, civil,
architectural, structural, mechanical, electrical, interior design, and
other engineering features of the work shall be accomplished by an
architect or engineer registered to practice in the particular
professional field involved, in a state or possession of the United
States, Puerto Rico, or the District of Columbia. A certified
industrial hygienist, when required, or registered professional
engineer having environmental expertise shall be consulted for the
design of environmental projects. (c) All projects final construction
drawings shall be delivered in printed form and machine-readable media
in accordance with Corps of Engineers guidelines as described in the
AFMC CADD STANDARDS MANUAL. Drawings shall be produced in a format
compatible with following CADD systems: Microstation 32 on the UNIX
platform, Microstation PC on the PC platform, and if a DMBA project
then AutoCADD 12 is also required. Files submitted shall be in
acceptable Intergraph format. Translations from other CADD systems will
be 100% compatible with the Ingergraph format. A majority of the
projects shall be required to be in metric format. 2. The selection of
an AE firm will be based upon the following criteria and their
weighted values: (a) Specialized Experience: (20 points) The
specialized experienced of the firm in the type of work required will
be evaluated. Prior design projects completed by the firm in the
disciplines under consideration, and how the completed facilities have
functioned will also be considered. A determination will be made if
the firm's experience is compatible with the project requirements. (b)
Professional Qualifications: (30 points) The professional
qualifications of the staff to be assigned to this project will be
evaluated. The experience and training of key personnel on staff of the
AE firm will be evaluated. The experience and training of key personnel
on staff of the AE firm will also be considered, and well as the type
and quality of projects the staff has been involved with in the past;
and ability of the staff to be creative and imaginative. (c)
Professional Capacity (20 points) The professional capacity of the firm
to accomplish the work within the anticipated schedule will be
evaluated. Determine that the AE firm has the resources to accomplish
the work within the time frame required. (d) Past Performance: (20
points) Past performance of the firm with respect to their execution of
DOD and other contracts, both government and private, will be
evaluated. Any information pertaining to Air Force and other recognized
award programs will also be reviewed. (e) Location: (10 points) Firms
located in the general geographic area of the project will be
considered, provided that there is an appropriate number of qualified
firms for consideration. (f) Volume of Work: (20 points) The volume of
work previously awarded to the firm by DOD will be evaluated with the
object of affecting an equitable distribution of DOD AE contracts
among qualified firms, including small and small disadvantage business
firms and firms that have not had prior DOD contracts. 3. The three
awards will be indefinite delivery/indefinite quantity (IDIQ) type
contracts, with a minimum guaranteed amount of $10,000.00 per contract
per year and an estimated maximum limitation of $750,000.00 per year,
with one (1) basic plus one (1) year option period, for a total
maximum limitation of $1.5 million for the entire period of the
contract. Maximum delivery order amount is $299,000.00. 4. The
potential exists to issue an award to a Small Disadvantaged Business
(SDB) or to a Small Business (SB) provided reponse from the SF 254s and
SF 255s indicate sufficient numbers of these firms are available. The
SIC for this acquisition is 8712 and the size standard for a concern,
including its affiliates, will not exceed $2.5 million and will apply
to that portion which may be set aside. 5. Firms desiring consideration
should submit SF 254s and SF 255s to OC-ALC/PKOEC: Attn: Leanne Olson,
7858 5th Street, Ste 1, Tinker AFB, OK 73145, to be received no later
than 3:00 PM local time, 12 Jan 98. All 8A certified, SDBs and SB
firms are instructed to so note their status on the SF 254 and SF 255.
SF 255, Item 9, shall be limited to a maximum of ten (10) pages.
Responses from all firms will be considered. Responding firms shall
clearly indicate any subcontractors and/or consultants. Any proposed
teaming arrangements shall clearly state the type of teaming
arrangements; Joint Venture or Prime/Subcontractor. No other
notification concerning this requirment will be provided. This is not
a request for proposal. Specifications, plans, and bidders list are not
available. NOTE: A solicitation will not be issued against this
synopsis. ANY MENTION OF THE AVAILABILITY OF THE SOLICITATION IS SYSTEM
GENERATED AND SHOULD BE DISREGARDED. This acquisition if Full & Open.
Add Note 26. The approximate issue/response date will be 22 Dec 97. No

may submit a bid, proposal, or quotation which shall be considered.
Note: An Ombudsman has been appointed to hear concerns from offerors or
potential Offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
