Gloria.Christensen@GSA.GOV. Blaine Pacific Highway Port of Entry,
Blaine, Washington. Contractor is to furnish all labor, material,
supervision necessary for the construction of a new United States Port
of Entry (POE), Pacific Highway, SR 543, Blaine, WA. The project
consists of but is not limited to three (3) phases of construction as
follows: Phase I: Removal of pre-load material, and construction of the
Cargo Building and the Warehouse -- GSA Building and adjacent sitework;
construct temporary bus processing in the Cargo Building; construct
site fence. Phase 2: Demolition of existing Building #2 and portions of
existing auto canopy at Building #1, and construction of the new
Auto-Bus Building, the Auto Secondary Canopy, three bays of the Auto
Primary Canopy, and adjacent sitework. Phase 3: Demolition of Building
#1, construction of remaining bays of Auto Primary canopy,
modifications to the temporary bus processing area in the Cargo
Building to its final configuration, completion of related sitework in
Phase III area, and final completion of all remaining contract
requirements. POE operations, traffic, and related considertations
shall continue functioning during all 3 phases. The estimated range for
this contract is between 10 and 20 million dollars. Offers for this
project will be evaluated in accordance with the Source Selection
Procedures outlined in the solicitation. The acquisition process shall
consist of 3 phases: 1) Submission and evaluation of technical
proposals, and 2) Submission of initial price proposals, and 3)
Establishment of a competitive range of offerors; negotiations with
same, within the competitive range; and selection of the offeror which
provides the best value to the government in accordance with the
Federal Acquisitions Regulations Part 15. The technical proposal shall
be based on the following two evaluatin factors: 1) Past Performance
and 2) Key Personnel. These 2 factors shall be considered equal in
value. The technical proposal (ie. Past Performance and Key Personnel)
shall be relatively equal in value to the initial price proposal when
determining the competitive range. The schedule for accomplishing the
Source Selection is as follows: Pre-Proposal Conference at 9 am on
February 3, 1998 at the Hampton Inn, 3985 Bennett, Bellingham, WA. This
will be followed by a site visit at 1 pm at the existing Pacific
Highway POE in Blaine, WA. Phase 1 Technical Proposal are due at 2 pm
on February 18, 1998 at the GSA Northwest/Arctic Regional Office,
Project Services Division, 2nd Floor, 400-15th St. SW, Auburn, WA
98001-6599. Phase 2 Initial Price Proposals are due at 2 pm on February
18, 1998 at the GSA Northwest/Arctic Regional Office Project Services
Division, 2nd Floor, 400-15th St. SW, Auburn, Wa 98001-6599. Phase 3
Evaluation of offers; establishment of competitive range; negotiations,
if necessary, with those within the competitive range, and requests for
Best and Final Offers will be accomplished by the GSA Source Selection
Evaluation Board after phases 1 and 2 are complete. Final selection
and award will be done by the Source Selection Authority and
Contracting Officer. The contract specifications and drawings will be
