C -- ARCHITECT-ENGINEER SERVICES FOR INDEFINITE QUANTITY CONTRACT FOR DESIGN AND SPECIFICATION PREPARATION, PERMITTING, ENVIRONMENTAL COMPLIANCE DOCUMENTS, AND RELATED TECHNICAL SERVICES FOR PROJECTS AND ACTIVITIES AT VARIOUS LOCATIONS PRIMARILY IN THE AREA OF COMMENCEMENT BAY, TACOMA, WASHINGTON, SOL 52ABNC800030 DUE 020498 POC For further information, contact Contract Specialist, Karen Bruce at (206)526-6370. The Western Administrative Support Center, National Oceanic and Atmospheric Administration, Seattle, WA, is currently seeking the services of architect/engineer firms, licensed to perform these services in the State of Washington, for the preparation of various environmental sampling, planning and design related drawings and permit documents required by the Commencement Bay Natural Resource Trustees for environmental compliance and completion of restoration projects primarily in the area of Commencement Bay, Tacoma, WA, with some work possibly in Elliot Bay, Seattle, WA. The activities and documentation required to implement the proposed projects in Commencement Bay/Elliot Bay require an understanding of and ability to draft Environmental Assessments, Real Estate property appraisals, Categorical Exclusions, and documentation necessary to ensure conformance with the National Environmental Policy Act (NEPA), State of Washington Environmental Policy ACT (SEPA,) documents required for consistency under the Coastal Zone Management Act (CZMA), Clean Water Act (CWA), and documents for consultation under Section 7 of the Endangered Species Act (ESA), Native American Graves Protection and Repatriation Regulations (PL 101-601) and Section 106 of the National Historic Preservation Act. Further, services will require a familiarity with the Natural Resource Damage Assessment (NRDA) regulations. Technical Services may include preliminary site assessment studies (including topographic, geotechnical, hazardous materials, hydogeological, marine, estuarine, oceanographic, and wetlands, flora and fauna biology for proposed actions), an ability to perform site surveys and sampling which may require the availability of a boat and global positioning system (GPS) technology, and soil, sediment and water sampling equipment, landscape architecture experience for project design, civil engineering services for the drafting of design specifications and feasibility assessments, graphics, and coordination with a restoration case manger representing the natural resource trustees, additional supporting studies on the physical, biological, and anthropogenic effects of any proposed action put forth by the natural resource trustees may be required. Specific biological and environmental testing included in the scope may include but are not limited to, biological sampling (e.g., fish, benthic, epibenthic, water, soils and sediment). Database management should be in a CAD, or GIS format transferrable to the natural resource trustees. Any reports and environmental compliance documentation must also be available to the trustees in a compatible electronic format. Technical staff expertise should include recognized regional and local experts in the fields of hydrology, hydraulics, botany, fisheries, wildlife and benthic biology, ecology, geology, oceanography and engineering. The contract scope may require evaluation of soil and water quality, and contaminant characterization. If contaminants or hazardous materials are discovered within the boundaries of the proposed project sites, the Architect-Engineer (A-E) may be required to identify, evaluate and recommend alternative methods and cost estimates for disposal in accordance with the applicable rules and regulations. The A-E must demonstrate his/her and each key consultant's qualifications with respect to the published evaluation factors for all services. Evaluation factors (1) through (5) are of equal importance; factors (6) through (8) are of lesser importance and will be used as "tie-breakers" among technically equal firms. The Selection Criteria is as follows: (1) Specialized Experience -- Firms will be evaluated in terms of their past experience and the breadth of experience in the various sampling with regard to the above listed technical requirements with special emphasis placed upon the firms experience with the development of environmental compliance and permitting documents, design plans, engineering drawings and specification development, an understanding of related studies preparation with respect to restoration or similar environmental projects; and on their knowledge of environmental regulations and requirements specific to the contract area, including but not limited to, NEPA and SEPA, Hydraulic Permit Applications (HPA) and Sections 401, 402, and 404 of the Clean Water Act (CWA), the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), RCRA, Natural Resource Damage Assessment (NRDA) regulations and Shoreline and (CZMA); (2) Professional Qualifications and technical competence in the type of work addressed in evaluation factor number one -- Firms will be evaluated in terms of the staff's active professional registration and capability to provide qualified backup staffing for key personnel to ensure continuity of services and ability to surge to meet unexpected project demands; (3) Ability to perform the work to schedules and capacity to complete up to five major taskings per year—Firms will be evaluated in terms of impact of this workload on the staff's projected workload during the contract period; (4) Past Performance -- Firms will be evaluated in terms of one or more of the following (with emphasis on projects addressed in factor number one) demonstrated long term business relationships and repeat business with Government and private customers, and performance ratings/letters of recommendations received; (5) Quality Control Program -- Firms will be evaluated on the acceptability of their internal quality control program used to ensure technical accuracy and coordination of environmental planning and engineering services -- list key personnel responsible; (6) Firm Location and knowledge of the locality of the contract (provided that application of this criterion leaves an appropriate number of qualified firms given the nature and size of the contract) -- Firms will be evaluated on their location with respect to the general geographical area of the contract and their knowledge of local codes, laws, permits and construction materials and practices of the area of the contract; (7) Volume of Work -- Firms will be evaluated in terms of work previously awarded to the firm by the individual entities having natural resource responsibility for Commencement Bay/Elliot Bay, with the objective of affecting an equitable distribution of A-E contracts among A-E firms, including small and small disadvantaged business firms and firms that have not had prior contracts with any of the natural resource trustees; (8) Small Business and Small Disadvantaged Business Subcontracting Plan -- Firms will be evaluated on the extent to which offerors identify and commit to small business and to small disadvantaged business. The contract requires the selected firm to have an on-line access to E-mail via the Internet for routine exchange of correspondence. The A-E selected may be required to participate in a task order meeting within seven days of notification and provide a task order fee proposal within ten days of that meeting. The contract will be of the Indefinite Quantity type where the work will be required on an "as needed" basis during the life of the contract providing the Government and contractor agree on an amount. Each project contract will be a firm fixed-price A-E contract. The Government will determine the task order amount by using rates negotiated and negotiate the effort required to perform the particular project. The total contract including all option periods will not exceed five years or $600,000. The Government guarantees a minimum of $25,000. There will be no future synopsis in the event the options included in the contract are exercised. Estimated date of the award of the contract is May 1998. Interested Architect-Engineer firms which meet the requirements described in this announcement are invited to submit completed Standard Forms (SF)254, "U.S. Government Architect-Engineer and Related Services Questionnaire", and (SF)255,"U.S. Government Architect-Engineer and Related Services Questionnaire for Specific Projects" no later than thirty (30) calendar days from the date of publication of this notice. These forms must be submitted to Karen Bruce at NOAA, WASC, Acquisition Management Division, 7600 Sand Point Way NE, BIN C15700, Seattle, WA 98115-0070. In Block 10 of the SF 255, discuss why the firm is especially qualified based upon synopsized evaluation factors; and provide evidence that your firm is permitted by law to practice the professions of architect or engineering e.g., State registration number. For selection factor one (1) provide the following information for only the staff proposed for this work using these column headings "NAME", "RELATED PROJECTS WORKED ON", "YEAR", "FIRM", and "TECHNICAL ROLE". Use Block 10 of the SF 255 to provide any additional information desired and continue Block 10 narrative discussion on plain bond paper. All information must be included within the SF 255. Provide a synopsis of the scope of work, point of contact and telephone number for each project listed in SF 255 Block 8. All firms responding no later than 4:00 p.m. on the date specified above will be considered by the Government. Submittals received after this date will not be considered. Firms responding to this advertisement are requested to submit only one copy of qualification statements. The qualification statements should clearly indicate the office location where the work will be performed and the qualifications of the individuals anticipated to work on the contract and their geographical location.
