U. S. Department of Energy (DOE) is seeking an Expression of Interest
(EOI) from contractors who may wish to compete for award of a long-term
contract to provide gas transportation service to the DOE's Kansas City
Plant located in Kansas City, Missouri. Currently DOE purchases gas
transportation services for the Kansas City Plant from Missouri Gas &
Electric under the terms and conditions of tariffs approved by the
Missouri Public Service Commission. An opportunity exists for DOE to
enter into a new purchase agreement for gas transportation to the
Kansas City Plant. This request is to provide the DOE with preliminary
information related to how the required services might be provided for
a ten-year term and enable DOE to determine whether there are other
qualified sources capable of meeting this requirement for the ten-year
term commencing in approximately March 1998. The DOE currently
purchases the Kansas City Plant gas supply from Westar Gas Marketing
Incorporated under a contract awarded and administered by the Defense
Fuel Supply Center. Prospective gas transporters must agree to provide
firm service of up to 2,000 MMBtu per day and approximately 800,000
MMBtu per year. DOE anticipates that the new gas transportation
contract will be for ten years and will include a schedule of rates
that will be fixed at the time of contract execution. Prospective
contractors are being asked to submit EOIs that (1) identify the
prospective contractor (business name, business size (large/small/8a),
point of contact, address and telephone number; (2) describe the
prospective contractor's facilities or planned facilities and
capabilities to provide the service for the ten-year term commencing
March 1998; (3) generally describe any delivery arrangements and/or new
transmission facilities the prospective contractor contemplates; (4)
the approximate date at which the prospective contractor could commence
service, and (5) describe whether the service would be subject to the
jurisdiction of the Missouri Public Service Commission. The DOE may set
aside this requirement for small businesses based on responses received
hereto. EOIs should be submitted to Michael Loera, Contracting Officer,
