February 15, 1998 The OSRI announces a competition for Community
Education Programs Grants will be made to individuals, institutions
and/or agencies for the duration of one year to develop programs in
community education in the area of prevention and response to Arctic
and subarctic oil spills. Public education and outreach are essential
components in the success and integration of the Oil Spill Recovery
Institute's (OSRI's) applied technology and predictive ecology
programs. Many of the new technologies require education and outreach
efforts to minimize controversy and achieve public approval. The
development of new predictive tools in ecology requires the acceptance
of long-term monitoring and modeling programs with technologies that
are unfamiliar to many resources users, managers and the public. OSRI
encourages partnerships with other agencies and organizations to
enhance existing public education and outreach programs. OSRI envisions
several strategies to accomplish this mission: (1) Provide forums for
local and regional input into the oil spill prevention and response
process and natural resource monitoring. Keep the public involved and
educated through school and community outreach programs (K-12),
publications, radio shows, television series and/or a video series. (2)
Expand and enhance student (K-12) and community understanding of the
local marine environment and oil spill prevention and response through
curriculum development. (3) Develop programs to educate students and
the community on environmental costs of energy and to promote better
energy conservation practices in the future. (4) To enhance academic
and community education programs in thefield of Marine Technology. (5)
To extend new information technology and services to all residents in
the Arctic and subarctic region. One to four Community Education
grants will be awarded in the range of $12,000 to $75,000 depending on
program requirements and scope. The duration of these grants will be
for one year with options to renew. Application Process Interested
applicants must submit an OSRI grant application package. This
application may be obtained as a downloadable file from the OSRI
homepage (http://www.pwssc.gen.ak.us/ osri/osri.html). As part of the
application package, submit a detailed project description of 3-5 pages
including summary, objectives, methods and a time line. Attach the
applicant's curriculum vitae and a budget showing total project cost
and the amount requested as an OSRI grant. The curriculum vitae must
include the applicant's educational background, work experience, awards
received and a complete list of publications. Applicants must also
submit the names and contact phone numbers or e-mail addresses of three
references. The original and three copies of proposals, including the
copy bearing the signed cover page, should be mailed directly to: Dr.

1998 will be evaluated by the Staff and/or a committee appointed by the
OSRI and the disposition communicated to applicants by March 6, 1998.
The awards will be made as soon as contract negotiations allow with
support up to $75,000 per year. The initial awards will be for one year
with continued support dependent on successful completion of proposed
project and submission of final report, and pending the availability of
funds. Awards made as a result of this competition will be administered
