Y -- CHEMICAL WEAPONS FACILITIES DISMANTLEMENT IN RUSSIA AND UZBEKISTAN POC Donyale DeShazo, Negotiator, (703) 325-0847, Edward Archer, Contracting Officer (703) 325-5028 To determine if the capability exists in industry to implement the safe, secure, and ecologically sound dismantlement or conversion of former Chemical Weapons (CW)-related facilities located within the former Soviet Union (FSU), the Defense Special Weapons Agency (DSWA) is issuing a SOURCES SOUGHT request. NOTE: This notice is a SOURCES SOUGHT request only; No RFP is available at this time and requests for same will not receive responses. The dismantlement efforts will occur at a CW production facility in Russia and at a Chemical Research Institute in Uzbekistan. Technical requirements include: site survey; environmental activities; preparation of plans and documents; orientation and training; office establishment and site set-up; removal and destruction of specialized equipment and building features; and removal of physical security features. There is also some project management required for this effort. DSWA is contemplating making an Economy Act Determination to issue an Interagency Cost Reimbursable Order (IACRO) to the Tennessee Valley Authority (TVA) for this effort. All responsible sources may submit a capability statement no later than 30 Jan 1998 which shall be considered by the agency. In the event one or more private industry sources are determined capable of performing dismantlement of these CW facilities, the proposed Economy Act determination to fund TVA will be withdrawn.
