Marianne G. Bachstein, mbachste@ems.jsc.nasa.gov. NASA/JSC plans to
issue a Request for Offer (RFO) for an Inventory Management System
(IMS) for the International Space Station (ISS). This system, to
include an underlying database and user interfaces, shall operate both
on-orbit and in the Mission Control Center environment and communicate
between the two via uplink and downlink. The system shall utilize
state-of-the-art Web technology such as MS Internet Explorer Version
3.02 or higher and dynamic HTML with active server pages and shall
function in a Microsoft Windows 95 operating system on a 166 MHz
Pentium processor. The entire system, with populated database, shall
require no more than 500 MB of memory capacity. The IMS shall operate
both on a seperate portable coomputer and in a client-server
environment. The IMS software shall be able to communicate by radio
frequency between portable computers and a host server via the wireless
LAN of the ISS. The IMS software shall be able to link between the IMS
program and on-board procedures. The IMS shall support Code 39 bar
code formats on Government provided hand held laser bar code readers.
The developer shall provide the IMS GUIs and displays using standards
documented in the ISS Display Style Guide, Operations Nomenclature, and
Operations Data File Standards. Final delivery of the system is
required no later than October 1, 1998. The Government does not intend
to acquire a commercial item using FAR Part 12. See Note 26. The SIC
Code and Size Standard are 7371 and $18 million, respectively. The DPAS
Rating for this procurement is DO-C9. The provisions and clauses in the
RFO and model contract are those in effect through FAC 97-03. All
qualified responsible sources may submit an offer which shall be
considered by the agency. The anticipated release date of the RFO is on
or about 01/30/98 with an anticipated offer due date of on or about
03/02/98. An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
