35805-1990 A -- TACTICAL SIMULATION INTERFACE UNIT (TSIU) POC Astrid Lahiere,

Officer The US Army Space and Missile Defense Command (USASMDC) intends
to enter into a non-competitive contract to continue with certain
on-going but not yet completed development work leading to the
generation and fielding of the Tactical Simulation Interface Unit
(TSIU). The contract also provides for the technical and analytical
support required for these same activities. The objectives to be
pursued under this new contract include continued execution of
interface and simulation development, modeling, Army Battle Command
Systems (ABCS) integration tasks, and experiment and exercise
integration services. The effort will focus on the various tasks
associated with the Warfighter Rapid Acquisition Program (WRAP). Those
tasks include the following: TSIU migration to meet the standards of
the Joint Technical Architecture (JTA)/High Level Architecture (HLA),
TSIU migration to become Defense Infrastructure Information Common
Operating Environment (DII COE) compliant, and Variable Message Format
development completion. Additionally, the contract will provide for
the procurement of at least four TSIU systems with the attendant
fielding, training, and maintenance support that will be involved with
the procurement. The government has determined that due to the
intricate and highly complex systems involved, no source other than
Coleman Research Corporation (CRC), the incumbent firm engaged in TSIU
development, has the requisite experience to successfully perform.
Experience indicates that only CRC is sufficiently familiar with these
simulations, interfaces, and the ABCS and has the specific exercise
experience to accomplish the follow-on development/integration support
without unacceptable delay to the TSIU system development program. The
significant cost duplication that would be involved with a new firm is
considered to be well beyond any cost savings that might be achieved
through competition. Under the authority of Federal Acquisition
Regulation (FAR) 6.302-1(a)(2)(iii), this action is directed toward
Coleman Research Corporation. This acquisition is not open to Allied
participation. All responses should be directed to SMDC-CM-CN/ Astrid
Lahiere and must be received within fifteen (15) days after the date of
the publication of this synopsis. No telephone inquires will be
accepted. A determination by the government not to compete this
proposed contract based upon responses to this notice is solely within
