with numbered Note 22, NASA/MSFC intends to negotiate on a sole source
basis with WYLE LABORATORIES, 7800 Highway 20, West, Huntsville,
Alabama for the non-cryogenic testing of a test damping seal. The
stator surface roughness of the seal shall represent that of the
Alternate Turbopump High Pressure Fuel Turbopump pattern with different
seal clearances. Task requirements are as follows: Task 1: The
contractor shall perform calibration of standard instrumentation.
Standard instrumentation shall include transducers to measure pressure,
flow and temperatures. In addition to the standard instrumentation the
contrator shall calibrate instrumentation relevant to the calculation
of rotordynamic impedance functions. This instrumentation includes for
(4) orthogonally-mounted internal Kaman proximity probes, four (4)
orthogonally-mounted external proximity probes, and three (3) Kistler
load cells. Task 2: The contractor shall perform the necessary facility
maintenance required to support the testing. This maintenance may
include work on the steam turbine, filters, lines, valves, and rig
assembly/teardowns as necessary. Task 3: The contractor shall perform
testing on the subject test bearing with the high preswirl shaft at
seal pressure drops of 1500, 2000, and 2500 psi. The contractor shall
also test the seal with shaft rotational speeds of 2000, 4000, and 6000
rpm at each pressure level. The external excitation force shall be a
band-limited random force. Testing shall be performed with static and
dynamic excitation. The contractor shall digitize the test data in NASA
format on tape. Task 4: The contractor shall perform diagnostic testing
as requested by NASA to ensure the quality of the desired data. Also,
the contractor will conduct repeatability testing as requested by NASA
to validate the test data. Task 5: Provide engineering drawings for a
deswirl ring from conceptual drawings provided by the government. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). The Government intends to acquire a commercial item
using FAR Part 12. Interested firms have until January 14, 1998, to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after
January 14, 1998, will be considered nonresponsive to the synopsis and
will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. Oral communications are acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
Note "B". The SIC code and the small business size standard for this
procurement are 3823 and 500, respectively. The quoter shall state in
their quotation their size status for this procurement. Services to
MSFC is required within a performance period of 6 months. The DPAS
