jackie.halprin@mms.gov. The Minerals Management Service, US Department
of the Interior, intends to conduct a training session on business
process re-engineering and process improvement methodologies in the
Washington D.C. metro area in late January or during the month of
February 1998. The target audience will be middle managers,
professional scientists and possibly other technical professionals,
most of whom will be involved in project teams dealing with
improvements in various aspects of the MMS offshore-related mission.
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY
NOTICE THAT WILL BE ISSUED. The training session will be for two days,
eight hours each day, with two 15-minute breaks and a lunch break not
to exceed one hour. Instructors should number no more than two. The
class will contain no more than 40 students. Please differentiate costs
based on two class-size options: 1) 10-15 attendees (a core group
consisting of project sponsors and project team leaders) and, 2) 30-40
attendees (core group plus all or most of the project team members).
Instruction will consist of lectures and practical exercises. The
course shall consist of at least the following topical coverage: 1)
Differentiating "Business Process Re-engineering" (BPR) from
incremental improvement programs (particularly in terms of approach and
results); 2) Discussion of characteristic components of BPR, e.g,.
arriving at the decision to re-engineer versus undertaking incremental
process improvements, identifying core processes, how to charter a
team, team membership and effective operation, developing
process-oriented solutions, and implementation; 3) Discussion of common
mistakes that could lead to failure; 4) Discussion of the issue of
resistance to change and how to deal with it; 5) Presentation of BPR
and process improvement case studies to which a Federal government
regulatory agency could best relate; 6) Discussion of the role/need for
performance management; 7) Explanation of the role of information
technology; 8) Discussion of other such aspects of BPR and incremental
process improvement so provide a clearer understanding of each
approach and the suitability of either approach to pertinent projects
the attendees are undertaking; 9) Allowance for question and answer
time. The Government will provide classroom space necessary for a
proper learning atmosphere and will provide the necessary site support
materials and equipment, including flip chart and easel, chalkboard or
erasable marker-type whiteboard, videocassette player and overhead or
slide projectors. The Government will also provide any needed classroom
supplies such as paper, pencils, chalk, and markers and evaluation
forms for attendees to complete at the end of the training session. At
least one week prior to the training session, the Government will
provide copies of available project team charters and other
descriptions of the goals and objectives of the five identified
Offshore improvement projects that are the focus of the training
requested. DELIVERABLES: The contractor will provide all the necessary
instructional materials including texts, guides, handbooks, case
studies, practical exercises, handouts, tests, and audio-visual media.
On completion of the course, the contractor shall furnish a
certificate to each student who has successfully completed the course.
EVALUATION CRITERIA: 1) Qualifications of instructors: skills,
abilities and experience particularly in terms of depth and currency of
experience with the subject matter; 2) Organizational experience and
past performance in the this subject area, including number, size and
complexity and successful completion of similar recent projects,
adherence to schedule and budget, willingness to cooperate when
difficulties arise, general compliance with terms of contract, and
acceptability of delivered products. Proposals shall not exceed ten
(10) pages in length and may be faxed to the Contracting Officer at
