This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is 1PI-R-0952-98 and this solicitation is issued as an Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03. The Standard Industrial Classification Code is 3851, and small business size standard is 500. Contract Line Item 0001 is: Three Axis Optical Lens Edger, Quantity: 1 each. Product offered must meet the following product description: (1) A three axis patternless frame tracer, blocker, edger, (2) Capable of processing glass, plastic and polycarbonate lenses (Must include a recovery tank and pump for coolant), (3) Capable of lens probing, (4) Capable of lens polishing, (5) System must be self calibrating, (6) Having enough memory to store approximately 500 different frame shapes and sizes. Descriptive literature is required to be submitted with offer. Clause 52.214-21, Descriptive Literature applies. Warranty of product must be included in descriptive literature. In addition, vendor is requested to specify a location that FCI Butner may visit and see product offered in operation or state if you will demonstrate product at FCI Butner, if requested prior to award. The successful offeror will be requested to set-up equipment purchased and run the equipment at FCI Butner, N.C. The set-up will include the training of staff at FCI Butner, N.C.. Variation in Quantity is 0% increase and 0% decrease. Delivery and acceptance is F.O.B. Destination to Federal Prision Industries, FCI Butner, P.O. Box 1000, Old Hwy 75, Butner, N.C. Federal Prision Industries intends to enter into a Firm Fixed Price Type Contract, and period of performance is date of award through thirty (30) daysthereafter. Delivery requirement is 30 days after award. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Clause 52.212-2, Evaluation-Commercial Items is applicable. Evaluation procedures are: the Government will award a contract resulting from this solicitation to the responsible bidder who bid conforming to the solicitation will be most advantageous to the Government, price, known past performance of the vendor (manufacturer), Technical Ability of the Equipment, Warranty and Availability of parts and service and other factors considered. The Government reserves the right to make award on initial offer received, without discussions. Offerors shall submit signed and dated offers, either on a SF1449 or letterhead stationary to Federal Prison Industries, 320 First Street, N.W., ATTN: Bid Custodian, Washington, D.C. 20534 or Overnight or Express Mail to 400 First Street, N.W., 7th Floor, ATTN: Bid Custodian. Offers must be received by 2:00 p.m., January 27, 1998 and indicate name, address and telephone number of bidder, technical description of the item being offered in sufficient detail to evaluate compliance with the requirement in the solicitation, terms of any expressed warranty, price and any discount terms, remit to address if differenc than mailing address, a completed copy of representations and certifications at FAR 52.212-3, Offeror Representations and Certification-Commercial Items; acknowledgement of all amendments. Offerors must hold prices firm in its offer for 30 calendar days from the date specified for receipt. If offer is not submitted on a SF1449, a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. All offers that fail to furnish required representations and certifications or information or reject the terms and conditions of the solicitation may be excluded from consideration.
