synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. Federal Acquisition Circular 97-02
applies to this acquisition. The National Institute of Standards (NIST)
has a requirement for an Automatic AC Thermometry Resistance Ratio
Bridge, Model F-18 and intends to negotiate with ASL, Inc., 100
Brickstone Square, Andover, MA 01810 as the only source. See Note 22.
The SIC for this procurement is 5065. This notice is not a request for
competitive proposals. The specified product, ASL=s Model F-18, is the
only know machine that satisfies the following minimum specifications:
1) The resistance ratio shall have a resolution of 0.1 ppm from the
front panel and 0.01 ppm over the IEEE-488 bus of the full range
reading; 2) Ratios shall be measurable over a range from 0 to 1.299 999
9 using external resistance standards ranging between 1 ohm and 200
ohms; 3) Accuracy of the bridge shall be a 0.1 ppm of the ratio, with
no more than 1 nV rms detector error; 4) The bridge shall be an AC
inductive voltage divider with the carrier frequency of 30 Hz and 90 Hz
(0.5 and 1.5 times the line frequency); 5) Detection bandwidth shall be
selectable over a range from 0.5 Hz to 0.02 Hz; 6) Sensor currents
shall be selectable at the following values: (0.1, 0.2, 0.5)x (1, 10,
100)x(1.0mA, 1.214mA); 7) The bridge shall be capable of manual or
automatic balancing of both the in-phase and quadrature components of
the signal; 8) An analog output of +/- 10V shall be supplied; 9) The
input noise impedance shall be selectable as 1 ohm, 10 ohms, or
100ohms; 10) The bridge shall have a 115 V, 60 Hz power supply; 11)
Connection cables, instruction manual, and a rack mountable case shall
be provided; 12) The bridge shall be equipped wit an IEEE-488
interface capable of controlling all bridge settings and of
transmitting measurement results; 13) The offeror must also include the
following stipulation: If the supplier of the bridge should release a
new primary standards AC thermometry bridge, then a 100% trade-in
allowance of the supplied bridge towards a new bridge must be offered.
The supplied bridge may be an ex-demo unit. FOB is destination.
Delivery is required 6 weeks after award of purchase order at the
following location: National Institute of Standards and Technology,
Building 301, RT 270 @ Quince Orchard Road, Gaithersburg, MD 20899.
NIST intends to solicit one source pursuant to FAR 13.106-2(a)(5),
which permits solicitation from one source if the contracting officer
determines that the circumstances of the contract action deem only one
source reasonably available. However, NIST will consider all
capability statements received within 14 days after the posting of this
combined synopsis-solicitation. Interested parties may identify their
interest and capability by submitting a written capability statement.
The capability statement must provide adequate information describing
how the they will satisfy the above requirements. If it is determined
that more than one source can satisfy the requirements of this
acquisition, NIST will solicit competitive quotations. However, this
determination is solely within the discretion of NIST. The provision
52.212-1, Instructions to offerors -- Commercial items, applies to this
acquisition. The clause at 52.212-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition. The clause
52.212-5, Contract Terms and Conditions required To Implement Statues
Or Executive Orders-Commercial Items, applies to this acquisition. In
compliance with the said clause, the following additional clauses are

number (CLIN): CLIN 0001, Model No. F18, ASL Automatic AC Thermometry
Bridge with IEEE and +/- 10v Analog Output, Qty 1 each. ASL shall also
submit a technical description and/or product literature and two
copies of the most recent published price list and one completed copy
of the provision at FAR 52.213-3, Offeror Representations and
Certifications Commercial Items, which may be downloaded from the NIST
external web page, the Internet address is
