The following solicitation is set aside for competition among small businesses. The Bureau of Engraving & Printing (BEP) has a requirement for a soybean oil based varnish which will be used as an ingredient in BEP's in-house manufacture of sheet-fed intaglio currency ink. A requirements type contract is anticipated. BEP currently holds a US patent for the formulation of the soybean oil based varnish, and will license the use of the patent to the successful offeror. This procurement will be negotiated and awarded according to the procedures set forth in the revised Federal Acquisition Regulation (FAR) Part 15, effective October 10, 1997. Only those most highly rated Offerors will be included in the competitive range. Per FAR Part 15.306(c)(2), the Contracting Officer reserves the right to further reduce the competitive range for purposes of conducting an efficient competition. All Offerors included in the competitive range will be requested to manufacture and submit material samples. The final source selection decision will be based upon overall best value to the BEP, price and non-price factors considered. A requirements type contract is anticipated, encompassing a twelve month base period of performance and four twelve month options.
