selection of a source for award will be based on an evaluation of an
offer's response (both technical and cost) to determine the overall
merit of the proposal in response to this announcement. The technical
aspect, which is ranked as the first order of priority, shall be
evaluated based on the following criteria which are of equal
importance: (1) The offeror's understanding of the problem, scope of
the effort and soundness of approach; (2) The offeror's current and
prior experience in intelligent systems and autonomous cooperative
control, flight control, and operator-vehicle interface technologies
for unmanned vehicles; (3) New and creative solutions, and the degree
to which an offeror can meet the stated objectives; (4) The
availability of qualified technical personnel and their experience with
applications in intelligent systems, autonomous cooperative control,
in-flight mission planning, optimization techniques, flight control,
operator-vehicle interface technologies, simulation, and test and
evaluation; (5) Organization, clarity, and thoroughness of the proposed
SOW and program schedule. The SOW and schedule should show products
early and at frequent milestones. The SOW should be ready for insertion
into a contract without modification. Cost and/or price, which includes
consideration of proposed budgets and funding profiles, is a
substantial factor, but is ranked as the second order of priority. No
other evaluation criteria will be used. The technical and cost
information will be evaluated at the same time. The Air Force reserves
the right to select for award of a contract, grant or cooperative
agreement any, all, part, or none of the proposals received. The
government reserves the right to award any resulting contract pursuant
to the Research and Development Standard Contract format in DFARS

from offerors or potential offerors during the proposal development
phase of this acquisition. The purpose of the Ombudsman is not to
diminish the authority of the program director or Contracting Officer,
but to communicate Contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
