a Request for Quotation (RFQ) for the design, fabrication, and
delivery of lightweight carbon fiber reinforced silicon carbide (C/SiC)
mirror substrates. The objective of the proposed effort is to produce
subscale light-weight mirror substrates and coupons fabricated of
carbon fiber reinforced silicon carbide (C/SiC) that would allow
Marshll Space Flight Center to: (a) determine whether ultra-lightweight
C/SiC substrates can be polished to the Next Generation Space Telescope
(NGST) requirements, and (b) determine the optical industry's polishing
ability of ultra-lightweight C/SiC substrates. The deliverables shall
include the following: 1. Designs of 25-cm and 50-cm substrates with an
areal density between 7 and 9 kg/m-squared. 2. Technical report and
Critical Design Review of the 25-cm and 50-cm substrates designs. 3.
One (1) set of C/SiC mirror substrates and polishing sample coupons 4.
Final Report. 5. Final Review Presentation within two weeks of the
delivery of the hardware and final report. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC
intends to purchase the items from BDM International, Inc. based on
the proprietary process to produce and fabricate C/SiC components to
near optical tolerances. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. See Note 22. Any

from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
