Provide assessment and renovation of Naval Facilities Transportation System (NFTS); a Public Works Center Corporate Application written in Microfocus COBOL V3.2.50; to make the application year 200 compliant. The NFTS application has an estimated 50,000 lines of code in 163 programs and 69 copy libs. The contractor should have a working knowledge of Microsoft COBOL and their year 2000 utilities. NFTS (TRANSPORTATION) Y2K ASSESSMENT AND RENOVATION STATEMENT OF WORK (SOW) 1.0 SCOPE The Contractor will provide technical expertise and labor hours to assess and renovate Public Works Center NFTS application written in MicroFocus COBOL consisting of an estimated 50,000 LOC. 2.0 GENERAL REQUIREMENTS 2.1 The Contractor shall provide technical services in the following areas: 2.1.1 Assessment of MicroFocus COBOL developed applications. Provide technical expertise in the use MicroFocus SoftFactory/2000. 2.1.2 Update/Renovation of MicroFocus developed applications. Provide technical services to renovate MicroFocus developed applications using a MicroFocus COBOL version compatible with the existing NFTS application. 2.1.3 Documentation of Assessment and Renovation. Contractor to provide documentation of all assessment results and renovations completed in a manner agreeable to both the contractor and Public Works Field Support Division (PWFSD). 2.1.4 Working knowledge of operating systems, NOS and MicroFocus COBOL and MicroFocus Y2K utilities. Contractor personnel will provide a working knowledge of utility software and network operating systems essential to the operations of NFTS applications as listed: Novell NOS v 3.11, Windows for Work Groups version 3.11, MicroFocus COBOL v 3.2.50, MicroFocus SoftFactory/2000, MicroFocus Revolve/2000, MicroFocus SmartFind/2000, and MicroFocus Workbench/2000. 2.1.5 The Contractor will provide time estimates based upon PWFSD estimate of 50,000 LOC. 2.1.6 The Contractor will provide cost estimates based upon PWFSD estimate of 50,000 LOC. 2.2 PWFSD will provide the following: 2.2.1 NFTS source code in its most current version from Configuration Management. 2.2.2 PWFSD point of contact (POC) will be provided to the Contractor for resolution of all inquiries and conflicts. 2.3 Other provisions. 2.3.1 The Contractor and PWFSD will coordinate efforts and negotiate a mutually agreed upon methodology for the resolution of questions/problems/inconsistencies not specifically covered in this SOW. 2.3.2 PWFSD will not provide any of the MicroFocus Y2K tools or utilities or for their purchase. 3.0 DELIVERABLES 3.1 The Contractor will provide renovated MicroFocus COBOL NFTS code that is Y2K compliant in the handling of the year portion of all dates introduced externally and internally. A completed package will also include attendant documentation and renovated source code. 3.2 Other deliverables include bimonthly outstanding work-in-process status reports from the Contractor. 4.0 TRAVEL 4.1 No travel by the Contractor is anticipated. 5.0 PERIOD OF PERFORMANCE 5.1 Upon award of the Delivery Order through 30 September of 1998. 6.0 INSPECTION AND ACCEPTANCE 6.1 Final inspection and acceptance of work completed and all deliverables will be performed by designated PWFSD personnel.
