Firms. Vendors willing to develop, test, and implement an eligibility
system which will interface with State of Georgia's Merit System
enrollment system for the Georgia Children's Health Insurance Program
(CHIP). The Federal Balanced Budget Act of 1997 created Title XXI of
the Social Security Act, which establishes a Children's Health
Insurance Program. General information, provided by the federal
government, reguarding this program may be found at WWW.HCFA.GOV. The
State of Georgia is developing a program (CHIP) that will offer
low-cost, subsidized health care coverage to uninsured children from
low-income families. To support CHIP, the State of Georgia, in
conjunction with the selected vendor, will develop an eligibility
system to process applications, determine eligibility for CHIP, and
calculate premium amounts. This system will use data from multiple
mainframe-based state databases to help determine eligibility and will
need to interface with the enrollment system currently under
development by the Georgia Merit System. The timetable for this project
is extremely critical -- children must begin enrolling by September 1,
1998. However, end-user training will begin as early as July 1, 1998.
The purpose of the soon to be released RFP is to award a contract to
one vendor who will assume responsibility for the development of the
CHIP eligibility system. The RFP will be released on or about January
30, 1998, and a mandatory bidders conference will be held on February
