of Commerce, NOAA, intends to acquire a Main Control Station Computer
Interface Upgrade for NOAA Ship RONALD H. BROWN. Provide all
supervision, material and labor necessary to perform the upgrade of the
Machinery Control Station's Generals Electric Marine Systems (GEMS)
computer operator interface and computer displays aboard the vessel.
All new materials and workmanship shall be compatible with existing
ship's equipment, and shall be fully tested and certified to American
Bureau of Shipping Standards. All installations, modifications, repairs
and operational tests required for these upgrades shall be accomplished
in conjunction with the Post Shakedown Availability (PSA), which is the
subject of another ship repair contract. The PSA is currently scheduled
for February 25 -- April 15, 1998 in a dockside ship repair contract,
at a commercial contractor's facility. The name and location will be
announced at a later date. The ship's home port is Charleston, SC.
Charleston should be used as a work location for bidding purpose. The
proposed contract action is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302. Interested persons may identify their
interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received within forty-five days after
date of publication of this synopsis will be considered by the
Government. A determination by the Government no to compete with this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
