combined synopsis/Request for Quotation (RFQ) for commercial item
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. We are
planning to issue a Sole Source Award to AMR Training & Consulting
Group for the following requirement. If there are any interested
parties, please respond to this Solicitation. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-41. This acquisition is unrestricted.
This SIC code is 8299 size $12.5 million. Delivery shall be FOB
Destination to Andrews AFB MD. Responses to this RFQ must be received
by 15 Jan 98. Delivery and Finance addresses will be provided upon
award. SPECIFICATIONS/STATEMENT OF WORK: Course will provide training
in the following areas: Customer service, flight safety, emergency
equipment, fire fighting, oxygen training, inflight illness, PA drills,
emergency door opening drills, and sea survival. Training will be
conducted through classroom discussions, videos and lectures on actual
aircraft crashes, and simulator training. The 757 simulator has full
motion and smoke generation capability that can be used for actual
cabin evacuation and deployment of slides. Customer Service Training:

Medical Skills Overview: 1 Hour Training will be conducted in a formal
classroom atmosphere where the military personnel are taught separately
from the civilian flight attendants for numerous reasons. Classes need
to be in place and ready to go by 1 February 1998. Award is to be
based upon price and other factors in accordance with FAR Clause
52.212-2 and as specified in descending order of importance: 1. Provide
past performance with references in writing of the offerors ability to
provide to Inflight Passenger Service Specialist (IPSS)Training. 2.
Descriptive Literature. 3. Price. Past performance and descriptive
literature rate higher than Price. Offerors are required to document
past performance suitably and provide opportunity for verification. The
following provisions apply to this acquisition: FAR 52.212-1,
Instruction to Offerors-Commercial Items: FAR 52.212-4 Contract Terms
and Conditions- Commercial Items; FAR 52.232-18, Availability funds and
all other applicable clauses will be incorporated into the Purchase
