The NAVFAC Contracts Office, Port Hueneme, CA intends to issue an unrestricted competitive solicitation for purposes of negotiating and awarding a firm fixed price contract to provide all labor, material, supplies, equipment, tools, facilities, and services necessary to perform all work activities required to design, develop, test, manufacture and support a ship to shore Amphibious Bulk Liquid Transfer System (ABLTS). The ABLTS consists of the hose reel and hose line for liquid transfer of both fuel and water from ship to shore (10,000 ft) and all of the ancillary hardware to support the hose reel and hose line. The ancillary gear shall be stored in two ISO Containers for each system. The Contractor shall develop the ABLTS, including the design, prototype manufacture and prototype testing. Upon successful completion of testing, the Government will have the option of having the Contractor prepare and provide engineering data, logistic data and production ABLTS units.
