intended to obtain a commercially available/ non-developmental Mini
Night Vision Sight (Mini NVS) for use by the United States Special
Operations Command. The Mini NVS will be a component of the SOPMOD M4
Accessory Kit and will be primarily attached to the M4A1 Carbine for
operations at night as the primary sighting system. The Mini NVS will
be used at short ranges (<100 meters) as well as to 300 meters. The
Mini NVS must also have the capability to attach to the head/helmet
via AN/PVS-7B and C head mount adapters and will be hand held as well.
It will also be used in conjunction with the AN/PEQ-2 Infrared Laser
Pointer/Illuminator (870nm) component of the Accessory Kit. The Mini
NVS shall interface with the M4A1 Carbine Upper Receiver Group (URG)
mounting rail. The mounting rail is defined by MIL-STD-1913. The
government will make available by 1-16-98 a "draft" performance
specification for review/comment. This specification will be available
over the internet at http://www.crane.navy.mil under CORPORATE INFO;

to the point of contact by 1-23-98. Hard copies of the draft
specification can be obtained from the above point of contact. After
issuance of the complete solicitation, prospective offerors will be
required to provide product sample hardware (3 each functional systems)
and a concise technical proposal with submission of offers. The product
samples will not have to meet the specification in its entirety but any
variations between the samples and production units must be explained
in the technical proposal. The government cannot guarantee the
condition of the product samples after testing. Samples will be
returned to the unsuccessful offerors upon written request after the
evaluation. The government plans to use an Indefinite
Delivery/Indefinite Quantity (IDIQ) contract which will be firm-fixed
price and have a length of 5 years. A maximum quantity of 9,000 Mini
NVS may be procured by Delivery Orders executed against this IDIQ
contract. The following are technical requirements which will be in the
"draft" performance specification: attach to the MIL-STD 1913 rail,
have AN/PVS-7B and C head mount adapters which replace the weapon mount
(allow use with available harnesses), contain a 64 lnpr/mm ANVIS type
(MX10160) tube, maximum weight 2 lbs with a goal of 1.5 lbs or less,
goals of 30 mm eye relief or greater and 18 degrees or greater
field-of-view, goal of remote activation and push-button on/off
capability, the sight shall possess a projected variable intensity
aiming dot that can be turned off with a goal of internal boresight
adjustments (external/mount adjustments will be the threshold),
magnification goal of 2.25 power, the sight shall be powered by AA
battery(s) and shall have a low power indicator, the goal is to have an
upgradable system (more system resolution with a more advanced image
intensification tube), a threshold waterproof requirement of 66 feet,
the sight shall be rugged and resistant to temperature/corrosion and
chemicals. The sight must also mount to the M4A1 upper receiver rail
while the Backup Iron Sight is installed (folded) in the rear recoil
slot and still allow for a proper stock weld (shooting position).
