302-7547 Provide Architectural/Engineering services for total interior
renovation of Building 2, 6th floor, B wing. A/E work will consist of
site investigation, design, construction documents, and construction
period services. Approximate square footage is 8,000 sf. Range of
construction cost estimate is between $500,000 and $1,000,000. Work
will include, but is not limited to architectural, mechanical,
electrical, plumbing (MEP) and certain environmental elements. In
additional to registered professional architects and engineers the
project design team shall include a Registered Interior Designer,
Certified Industrial Hygienist and Registered Fire Protection Engineer.
Interior Designer must be a member of prime A/E staff. CIH and RFPE may
functions as consultants. Required specialized team support positions
(ID, CCIH, & RFPE), along with MEP staff or consultants, will be
critical elements in selection of project A/E firm. Interior Designer
will be responsible for space planning, interior finish specifications,
and specification and preparation of furnishings orders. Sources
specified for interior finishes and furnishing shall be federal
government mandatory sources and GSA contract sources, when required.
Certified Industrial Hygienist shall insure that all required asbestos
design and abatement procedures are incorporated in construction
documents and shall provide required testing and documentation during
construction. CIH construction responsibilities will include but are
not limited to air monitoring, record keeping and required
notifications of authorities having jurisdiction. RFPE shall be
responsible for design, review and certification of all fire and safety
design elements. Elements include, but are not limited to, complete
fire/smoke alarm system design and interface with existing systems,
fire sprinkler layout and design, fire and smoke barrier/compartment
design and integrity and all life safety issues. For purposes of
continuity with existing station-wide system, fire alarm system shall
be designed based on the existing Cerberus Pyrotronic master fire alarm
system and in consultation with Cerberus Pyrotronics Inc. design
personnel. For purposes of continuity with existing station-wide
systems, all HVAC control design will specify Landis and Staefa. Prime
A/E and consultants servicing office(s) will be located in the State
of Texas. Of respondents meeting the above minimum requirement, A/E
selectionwill be based on the following criteria and maximum point
values are shown to reflect relative importance: 1) 50
points-Specialized experience and competence of work to be performed.
Experience with hospital renovation of patient areas is required. GSA
procurement experience and knowledge of VA specifications preferred. 2)
50 points-Ability to design within budgeted cost limitation and prepare
accurate and highly detailed construction and furnishings cost
estimates. 3) 40 points-Capacity to accomplish work in the required
time. A/E services will be completed in 90 calendar days (exclusive of
Government review time). 4) 40 points -- Quality control methods used
to ensure technical accuracy of work. 5) 40 points- Professional
qualifications of staff and consultants. The Interior Designer will
serve in primary roll throughout project. Other disciplines may be
consulting to prime A/E. 6) 20 points-Experience and capabilities using
CADD. Disk submissions will be on AutoCAD Version 13 for Windows. In
accordance with P.L 10-656, this acquisition is not restricted to
business size. Standard Industrial Code (SIC) 8712, Architectural
Services, applies to this acquisition and the small business
determination is NTE $2.5 million in average annual receipts during the
preceding three fiscal years. Architect-Engineer firms which meet the
requirements described in this announcement are invited to submit: (1)
a Standard Form 254, Architect-Engineer and Related Services
Questionnaire, and (2) a Standard Form 255, Architect-Engineer and
Related Service Questionnaire for Specific Project. Drawings and
specifications are to be produced on AutoCAD version 13 for Windows NT
and Microsoft Word, and are to be dimensioned in both English and
metric. Submissions shall be marked Attn: Rita M. Peterson (90C) at the
above address, and are due by 4:30 p.m. local time 2/26/98. This is not
