STANDARDS AND PROVIDING ENVIRONMENTAL STUDIES AND DESIGNS AT VARIOUS
NAVY INSTALLATIONS IN EUROPE SOL N33191-98-R-1308 DUE 030298 POC Ms.
Salia J. Price, Contracting Officer, 39-81-509-7550 (Naples, Italy) The
Navy, as DOD's Environmental Executive Agent, requires
Architect-Engineer services to update the Final Governing Standards
(FGS)for Italy, Spain and Greece. Additionally, other services may be
requested under this contract, including environmental studies for DOD
installations in Europe, primarily in Italy, Spain and Greece. The
primary task of updating the FGS will require a review of host nation
environmental laws and regulations and a determination of their
applicability to U.S. DOD components. A thorough evaluation of legal
and technical issues involving air emissions, drinking water,
wastewater, hazardous materials, hazardous waste, solid waste, medical
waste, petroleum, oil, and lubricants, noise, pesticides, historic and
cultural resources, polychlorinated biphenyls, asbestos, radon,
environmental impacts, spill prevention and response planning, and
underground storage tanks is required. An analysis of applicability and
comparison with pre-established U.S. based DOD standards will be
completed. The contractor may be required to give
presentations/briefings/training to European staff and installation
personnel on the content of the FGS, and coordinate with them when
developing solutions to issues affecting base operations and
compliance. Services associated with the study component may include:
field sampling, well drilling and testing, pilot/bench treatment
studies, sediment studies, formulation of training programs,
Underground Storage Tank (UST) testing and laboratory analysis of
harzardous substances. Written and verbal communication skills in the
English language are mandatory; ability to communicate in the host
language is desirable. The duration of the basic contract will be for
one year with a one year option to extend the term (ordering period) of
the contract. The total amount of the contract will not exceed $750,000
over each base and option year of the contract. The total fees will not
exceed $1,500,000 for the life of the contract. The AE firm must
demonstrate it's, and each key consultant's, qualifications with
respect to the following evaluation factors for all services. Firms
responding to this announcement will be evaluated on the above
requirements based on the following criteria listed in relative order
of importance: (1) Professional qualifications necessary for
satisfactory performance of the required services; (2) Specialized
experience and technical competence in the type of work required; (3)
Capacity to accomplish the work in the required time; (4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules; (5) Location in the general geographical area of
this project and knowledge of the locality of this project. No other
general notification to firms for other similar projects performed
under this contract will be made. The Government contemplates award of
a firm fixed price indefinite quantity type contract.
Architect-Engineer firms which meet the requirements described in this
announcement and wish to be considered must submit a completed
Standard Form 254s (unless already on file) and 255s "U.S. Government
Architect-Engineer related Services for Specific Project," to EFA MED,
ATTN: CODE N23, Palazzo Cristallo Mirabella, Viale Delle Acacie, SS
Domitiana, Pinetamare, 81030 Castelvolturno (CE) Italia. (EFA MED, PSC
810 BOX 51, FPO AE 09619-0051). You may fax this submittal to EFA MED
(FAX 39-81-509-4232), but the U.S. Government does not guarantee
receipt even though the sender's fax machine indicates that the fax was
transmitted. Likewise, faxing the submittal cannot guarantee the
quality of the document and the Government's ability to read the faxed
copy. One copy of the SF 255 is to be received in this office by 2
March 1998. Late responses will be handled in accordance with FAR
52.215-10. In Block #10 of the SF255, discuss why the firm is
especially qualified based upon synopsized evaluation factors; and
provide evidence that your firm is permitted by law to practice the
professions of architecture and engineering; i.e. State registration
number. Use Block #10 of the SF 255 to provide any additional
information desired and continue Block #10 narrative discussion on
plain bond paper. All information must be included within the SF 255;
cover letter and other attachments will not be considered in the
evaluation process. Provide a synopsis of the scope of work, point of
contact and telephone number for each project listed in the SF 255
Block 8. If a current SF 254 is not already on file with this office,
it must be submitted with the SF 255. The SF 255 must clearly indicate
the office location where the work on the contract will be performed
and the qualifications of the individuals anticipated to work on the
contract and their geographical location. This is not a request for
