Firm fixed-price Architect-Engineer services are required for the design, investigative services, and preparation of plans and specifications for the 153rd Airlift Wing, 217 Dell Range Boulevard, Cheyenne, Wyoming. Work will consist of Investigative Design, and Construction Inspection Services, or any combination thereof for a multidisciplinary contract. The project will include the following: 1) a 4,200 SF addition and alteration to the existing Corrosion Control Facility to accommodate fuel cell operations 2) a 24,200 SF composite Air Traffic Control/Aerial Port Facility (new construction) 3) 8,600 SF addition and alterations to the existing Vehicle Maintenance shop area 4) 1,500 SF Refueling Maintenance Shop area 5) investigative services to include, but not limited to, evaluating the area containing buildings 12, 21, 23, and 24, with respect to locating the proposed Air Traffic Control/Aerial Port facility 6) demolition and removal of existing facilities. The selected A-E firm shall provide Type "A", "B", and "C" services for this project. Type "A" services shall include, but not be limited to, a standard Economic Analysis, field surveys, investigations, testing, excavations, research, examinations, and measurements required to obtain data essential to the performance of Type "B" services. Type "B" services shall include, but not be limited to, calculations, designs, cost estimates, drawings and specifications of a quality and completeness for bidding. Design shall be based on a Project Book to be furnished by the Government and on conclusions reached during Type "A" services. Type "C" services shall include all labor, equipment, and materials required for the complete construction supervision and inspection (to include, but not limited to, on-site and quality control inspections), review of submittals and material testing. Estimated start date is 5 June 1998 with a mandatory completion date of 28 May 1999. Evaluation Factors (in order of preference) are as follows: 1) Professional Qualifications necessary for the satisfactory performance of required services. 2) Specialized experience and technical competence of the A-E firm designing similar type facilities and their involvement with Federal and Wyoming state regulatory agencies. 3) Capacity of the firm to accomplish the work in the required time. 4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 5) Location in the general geographical area of the project and knowledge of the locality of the project. 6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. 7) The volume of work awarded by DoD during the previous 12 months to promote equitable distribution of work among qualified firms. The estimated scope of Construction is between $5,000,000 and $10,000,000. Firms that desire consideration must submit current Standard Form 254, Architect-Engineer and Related Services Questionnaire, and Standard Form 255, U.S. Government A-E and Related Services Questionnaire for Specific Projects.
