The herbicide spraying operation shall be conducted twice between the months of March 1998 through September 1998, at the discretion of the Government, and shall be performed in accordance with the performance work statement and drawing for this project. The anticipated performance period for each of the two (2) applications is 30 calendar days. The proposed procurement is 100% set aside for small business concerns which is defined as a firm whose average annual receipts for the preceeding three (3) fiscal years does not exceed $5 million per year.
