Precision Measurement Equipment Laboratory (PMEL) Services: Furnish all personnel, equipment, equipment, tools, material, supervision, and other items and services necessary to perform Test, Measurement, and Diagnostics Equipment (TMDE) repair, calibration, and certification services to include an inventory of approximately 5,700 items, five days a week, from 0700 to 1600. Contract period if from 1 Oct 98 through 30 Sep 99, with four one year option periods. Negotiated EZ Source Selection procedures will used as the method of evaluation. Minimum evaluation criteria will include: (1) Management and Personnel, (2) Quality Control and Inspection System, (3) Meeting Workload, and (4) Handling Expansion and Mission Changes. The technical area will receive a greater weight than price. While cost is significant, technical acceptability will be considered more important. Assessment of each proposal shall be based on compliance with the requirement and performance and experience. It is possible that award may not be made to the lowest offeror. The standard industrial classification for this acquisition is 8734. The small business size standard is those concerns with gross annual receipts over the last three fiscal years not exceeding $3.5 million. This procurement is 100% small business set-aside.
