J -- REPAIR, OVERHAUL OR MODIFY TF41/A1A/A1B/A2/A402D, TEMPERATURE LIMITER AMPLIFIER P/N 23002900C SOL N68836-98-Q-0010 DUE 021998 POC Point of Contact -- Kathy Thomerson, Code 210.21, Contracting Officer, 904-542-1076 We intend to award a five year Firm Fixed Price Requirements type contract thru other than full and open competition to Smiths Industries Aerospace for repair, overhaul or modification of a Temperature Limiter Amplifier, P/N 23002900C. This is combined synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement represents the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation number N68836-98-Q-0010 is issued as a request for quotation (RFQ). Overhaul, repair and modification of Temperature Limiter Amplifiers shall be in accordance with the following statement of work: 1. This Statement of Work established the minimum work requirements to return the end item to a serviceable, but not like new condition. 1.1 The Contractor shall overhaul, repair or modify TF41/A1A/A1B/A2/A402D, Temperature Limited Amplifier, P/N 23002900C in accordance with the instructions contained in paragraph 3 and the specific overhaul, parts breakdown, modification, General Series and other Technical Orders, manual, regulations, specifications, drawings and other documents listed in this SOW. 1.2 The original design or the design functional capabilities of the end item and parts thereof will not be changed, modified or altered unless such changes are authorized by Technical Order or directives listed in paragraph 4. The intend of the repair specified in this contract is to ultimately yield fully serviceable items free from defects and fully capable of performing their intended purpose in a safe and reliable manner. 1.3 Data. (a) The maintenance facility will maintain the form listed below, as applicable, during the time the equipment is at the facility. Other DD forms may be added to this list, as the ACO determines necessary. Form number SF Form 364, Report of Discrepancy, AFR 400-54. 1.3.2. Technical Data (a) End item overhaul technical orders listed in this appendix are the basic directives to be used in accomplishing the overhaul and repair requirement of the contract. Required modification,check, overhaul, repair or adjustment of parts, including the necessary dimensional and visual inspections shall be in accordance with these basic directives. (b) The illustrated parts breakdown portion of overhaul technical orders or the parts Catalog listed in paragraph 4, list and describe parts and assemblies or the end items listed in this SOW. Replacement parts shall conform to the configurations stipulated in these directives or in this SOW. 1.4 Security: Unclassified. 1.5 Quality Program/Inspection System Requirements. 1.5.1 The Contractor s Quality Control and inspection system shall be developed and maintained to comply with the requirements of ISO-9002. (a) The inspection system will include a clear and complete set of work documents (work book logs) for all maintenance required by this Statement of work which will assure specific and uniform step-by-step directions for accomplishing work accurately, economically and safely. Documents will specify component removals, inspection and reinstallation that affect quality and will include caution and warning notes where failure to follow prescribed procedures could result in damage to property or injury to personnel. (b) The Contractor s Quality Program will be designed to promptly detect and correct assignable conditions adverse to quality. The Contractor will investigate all Material Deficiency Reports (MDRs) submitted against reportedly defective items manufactured, repaired, or overhauled by the Contractor. (c) Each unit shall receive final Government Source Inspections at the Contractors facility prior to shipment. 1.5.2 The Contractor will not condemn items without prior approval of the ACO. 1.5.3 The Contractor shall be responsible to furnish all parts and labor needed to effect normal repairs. Contractor will not repair units which are damaged, or have missing or damaged subassemblies such as circuit boards, interconnections, or main chassis castings without prior approval of the ACO. 1.5.4 All subcontracts must be approved in advance, in writing, by the Administrative Contracting Officer. 1.6 Contractor is authorized to use the existing government owned test equipment in the Contractor s possession. RECEIPT OF EQUIPMENT AT FACILITY. 2.1 Handling 2.1.1 Report of MDR exhibits obviously damaged in transit or improperly packaged, should be photographed and the PCO notified immediately when such damage could affect the results of the DR investigation. 2.1.2 The contractor will store all equipment in a secure area in such a manner as to provide maximum protection against damage, pilferage or loss of equipment. Storage areas used by the Contractor for items undergoing repair covered by this work specification must provide maximum protection against all adverse environmental conditions. 2.1.3 The contractor will inspect all equipment to be stored to insure no moisture or corrosion is contained in or on the equipment. Should either condition be present, equipment will be properly cleaned to prevent any further damage or corrosion. 2.1.4 Reusable shipping containers, packaging, and crating material in which the equipment is received should be removed with care and minimum amount of disassembly, then stored for reuse. 2.2 Inventory. 2.2.1 Upon receipt by the Contractor, the end item will be inspected to determine completeness and proper identification. In the event end items are received misidentified, the contractor shall notify the ACO for direction. WORK REQUIREMENTS 3.1 General 3.1.1 The Temperature Limiter Amplifiers input on this contract will be repaired iaw T.O. 5E3-14-3, approved manufacturer s specification and Technical Orders and directives contained in paragraph 4 of this appendix. The Contractor will be responsible for any Amplifier damage due to mishandling in the contractor s Facility. 3.1.2 The Contractor will annotate the OPNAV Form 4790/28A with the statement, Repaired at (Contractor) Name, Date, when amplifiers are received with the above forms and all repair or rework has been accomplished. The above forms must be returned with the serviceable amplifier. 3.1.3 Contractor shall ship repaired units in reusable shipping containers if units are received in reusable shipping containers. Otherwise, units shall be packaged in accordance with best commercial practice. 3.1.4 On all shipments being returned to the customers freight forwarder the same document number originally assigned by the customer to the shipment for repair must be marked on the outside of the package/container being returned to the freight forwarder. This document number is used for tracking purposes and prevents the loss of material during transit back to the customer. 4.I Applicable Technical Orders: T.O. #00-5-1 dated 01 AULG 86, Latest Change Date Chg. 201-Aug 87, Air Force T.O. System; T.O. #5E3-14-3 dated 01 May 84, Latest Change Date Chg. 3-01, Oct 85, Maintenance Instrument Temperature Limiter Amp; T.O. #5e3-14-4 dated 01 Mar 84, latest changedate 1-01, Aug 86, Illustrated Parts Breakdown. 4.2 Specifications: Number ISO-9002, Inspection Material Requirements; Number ANSI/NCSL2540-1, Calibration System Requirements. 4.3 Drawings: Detroit Diesel Allison Engineering Design Specification 1717B, 08 January 81. 4.4. The Contractor, at the facility where work under the provisions of this contract will be accomplished, shall control and maintain all technical orders and other technical directives, manuals, updated and current status IAW T.O. 00-5-1. The Contractor shall review all updating revisions and directives applicable to the work requirements of this contract. The review will consider the impact of work requirements cost, schedules and any other pertinent factors. Written evaluation, along with specific backup data for those changes, which impact the performance of the contract will be provided by the ACO within TEN working days after receipt. The Contractor will not incorporate changes that impact cost or schedules until after the approval of theACO. 4.5 T.O. #00-5-1 will be utilized as the governing direction and guidance in the establishment, continuing distribution and file maintenance of the required publication file for publications. The solicitation document and incorporated provisions and clauses are those in effect through FAR 97 (6-97). This acquisition incorporates the following FAR clauses: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offerors Representations and Certifications-Commercial items (must be completed and submitted with the proposal (a copy an be obtained by contacting K Thomerson at 904-542-1076). The clauses at FAR 52.212-4, Contract Terms and Conditions-Commercial Items and clauses at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. FAR 52.212-5 (b) ((1),, (3), (6), (7), (8), (9), (10), (16) apply to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition. In paragraph (b) of this clause the following clauses are applicable to this requirement; DFARS 252.225-7001, 252.225-7012. Option years are subject to the enactment of the appropriate FY DOD appropriation act or the continuing resolution. All provisions apply of whichever act becomes available. FAR clause 52.232-18 (Availability of Funds) applies. This solicitation is not set-aside for small business. The Government anticipates award date of 23 FEB 1998.
