Development (USAID) contemplates issuing a Request for Proposals (RFP)
for a three year fixed unit price contract whereby the awardee will be
required to provide experienced personnel to design, deliver, evaluate
and revise a one week course of instruction entitled "Contracting
Officer's Technical Representative" for USAID Washington-Based and
overseas mission audiences. The course is intended to provide the USAID
nominated training participants with an overall knowledge of the
structure of the Contracting Officer Technical Representative in
conjunction with the "Contracting Officer's Representative" (COR)
Workbook issued by the Federal Acquisition Institute (FAI) and
applicable Agency guidance and codified rules. The course design and
its presentation must emphasize USAID procedures, operations and
examples. The course is intended to enable the training participants to
understand and comprehend the skills and understand how to perform each
competency. Up to twenty five additional courses may be purchased by
separate orders issued under this three-year contract at the firm-fixed
unit prices. The RFP will be subject to competition among small
business firms only. All responsible small businesses may submit a
proposal which shall be considered by the Agency. To help identify
potential subcontractors, a list of all organizations requesting a copy
of the solicitation will be sent with each solicitation document. By
providing the list, USAID does not endorse the listed organizations as
being capable of carrying out the activity, nor does USAID verify the
claimed status of the organizations known prior to the issuance of the
solicitation document. The SIC Code is 8999. The preferred method of
distribution of USAID Procurement information is via the Internet or by
request of a solicitation on a 3.5"floppy disk (WordPerfect 5.1/5.2

web site. The RFP, once issued can be downloaded from the web site.

(15) days from the date of publication of this notice. Subcontracting
with small, small disadvantaged and women-owned small business
concerns: USAID encourages the participation to the maximum extent
possible of U.S. entities that are small business concerns in
