Specialist, (401) 736-1785 Contractor shall provide all labor,
materials, equipment, transportation and supervision necessary to
rebuild Sandy Hook Front Range Light and Bergen Point Light #14. Work
includes demolition and rebuilding of two Aids to Navigation structures
in the New York Harbor area. Sandy Hook Front Range Light located 1
nautical mile northeast of the northern tip of Sandy Hook Point, NJ, is
a three pile structure supporting a 25 ft standard 5 ft x 5 ft pipe
tower. This structure will require demolition and replacement in kind.
Bergen Point Light #14 located at the meeting of the Kill Van Kull
Channel and Newark Bay Channel is a four pile structure supporting a 11
ft x 11 ft x 4 ft concrete deck and 25 ft standard pipe tower. This
structure shall be removed from the bottom of the channel and a new
structure rebuilt in kind. Both sites require surveys to be complete
prior to and after construction to verify accurate positioning. Marine
experience is required to accomplish this work. Completion time is 120
days from receipt of the Notice to Proceed. Estimated cost of this
project is between $100,000 and $250,000. Solicitation packages to be

opening date is scheduled for February 27, 1998 at 2:00 pm. This
project is issued pursuant to the Small Business Competitiveness
Demonstration Program, and is unrestricted. THE FOLLOWING NOTICE IS
PROVIDED AS INFORMATION FOR MINORITY, WOMEN-OWNED, AND DISADVANTAGED
BUSINESS ENTERPRISES: The Dept of Transportation (DOT) Office of Small
and Disadvantaged Business Utilization (OSDBU) has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any prime or
subcontract at any tier. The DOT Bonding Assistance Program enables
firms to apply for bid, payment and performance bonds up to $1.0
million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are available under the DOT
Short-term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The max. line of credit is $500,000. For
