Z -- GENERAL CONSTRUCTION SERVICES SOL 9099-3K15-98 DUE 033198 POC David Springer, 301-344-0263, Contracting Officer General Construction Services. This amends the CBD synopsis of October 28, 1997. Award of a competitively negotiated indefinite delivery/indefinite quantity contract is being considered for miscellaneous General Construction Services under a Task Order Agreement as required during a period of one year and four additional one-year option periods, for the Agricultural Research Service: Beltsville Agricultural Research Center (BARC), Beltsville, Maryland; National Agricultural Library, Beltsville, Maryland; U.S. Plan Introduction Station, Glenn Dale, Maryland; and the U.S. National Arboretum, Washington, DC. The estimated construction cost range is between $1,000 minimum and $5,000,000 maximum total per year which may include multiple task projects. This contract will allow a minimum of $1,000 and maximum of $3,000,000 for each individual task order. In addition to other factors, the Government may elect to award a single delivery order contract or task order contract or to award multiple delivery order contracts or task order contract contracts for the same or similar services to two or more sources under this solicitation. The Government may evaluate proposals in response to this solicitation without discussions and award a contract to the responsive, responsible offeror(s) whose proposal contains the best combination of management and technical ability. The General Contractor is required to have as a minimum: Five years experience and bonding capacity of at least $3,000,000 per project. Proposals which meet all applicable requirements will be evaluated in accordance with the following specific factors in order to determine which proposals will initially be placed in the competitive range base on technical score. The primary factors to be used in determining which proposal is most advantageous to the Government are listed below in descending order of importance: A) Technical, A-I) Similar or Related Experience, a: Past Performance; b: Similarity of experience with this effort; c: Complexity and technicalexperience, A-II) Management and Organization, a: Accomplishment of work by own work force and by subcontractor, (1) Determining Management Capability and Responsibility, (2) Subcontractor Selection, b: Lines of authority, c: Status Reports, A-III) Plan of Operation, a: Planned supervision and management of labor forces for each individual work order and procedures for the same type skills, b: Coordinate and supervise concurrent work at various project locations, c: Proposed procedures for purchase of materials and equipment, d: Quality control plan, A-IV) Project Staffing, a: Staffing Plan, b: Personnel Qualifications and Experience, A-V) Geographical Location (mandatory) a: Geographical Location within 60 mile radius of the Beltsville Agricultural Research Center, B) Business, B-I) Financial Capability (a) Financial Statement, (b) Overhead, General and Administrative Rates.
