10 -- B-2 MODIFICATION OF GLOBAL POSITIONING SYSTEM (GPS) AIDED MUNITIONS (GAM) TAILKITS SOL n/a POC Noel Thompson, (513) 255-9524, Contracting Officer The B-2 System Program Office (ASC/YS) intends to award a sole source contractual action under AF contract F33657-95-C-0003 to Northrop-Grumman, Electronics and Systems Integration Division to fabricate, produce, modify, test, and deliver at a minimum 16 and a maximum 32 modified GAM 84's tailkits. In addition, the Government intends to negotiate with this action a priced option which may be exercised at a later date for modification of the remaining 71 87 GAMs. The B-2 Program has no aircraft available for additional development, test, and evaluation (DT&E) weapon flight tests and re-certification. The Northrop-Grumman design of the tail kits has been certified for use on the B-2. Non-availability of aircraft for certification will preclude any other contractor from accomplishing re-certification. Award as soon as possible is required to meet program operational requirements. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channel to communicate his/her concerns during the proposal development phase of this acquisition.
