Authority and Justification is 10 U.S.C. 2304 (c)(1). This proposed contractual action is for supplies which cannot be procured through full and open competition because the authority cited states only a limited number of responsible sources and no other supplies or services will satisfy the Agency requirements, FAR 6.302-1. Firms that recognized and can produce the required item described above are encouraged to identify themselves to the contracting Officer, and provide supporting evidence which will permit their participation in the current or future requirements.
