is a combined synopsis / solicitation for a commercial item prepared
in accordance with the format in FAR Subpart 12.6 and supplemented with
additional information contained in this notice. This announcement
constitutes the only solicitation and offers are requested in response
to this notice. A written solicitation will not be issued. The Walter
Reed Army Medical Center (WRAMC) intends to negotiate a sole-source
contract with Perkin-Elmer for the upgrade of seven (7) 373XL DNA
Sequencers and the upgrade of one 377XL DNA Sequencer. These upgrades
will increase the number of samples that can be electrophoresed by 44%
(66 samples can be run simultaneously) and a significant increase in
the data processing speed. The contractor will furnish on-site
installation of the upgrades as well as a 90-day warranty on parts and
labor. This procurement action will result in a firm- fixed price
contract. The proposed procurement will be conducted under the
Simplified Acquisition Procedures (SAP) for other than full and open
competition. This solicitation includes by reference applicable
provisions and clauses that are in effect thru FAC 90-46. Provisions &
clauses applicable to this requirement are: FAR 52. 212-1 Instruction
to Offers -- Commercial Items (OCT 1995); FAR 52.212-3 Offeror
Representations & Certifications -- Commercial Items (JUN 1996)
