diehldm.jfk@navair.navy.mil. The Naval Air Systems Command is seeking
potential sources for the manufacture, integration and testing of
Consolidated Automated Support System (CASS) Units to fulfill the
Navy's remaining CASS requirements. The pending "full and open"
competitive solicitation will contain a base year plus three options
(firm fixed price) for an estimated total quantity of 208 CASS Stations
(consisting of Hybrid, Communication/Navigation/Identification (CNI)
and Radio Frequency (RF) configurations). The resulting CASS Stations
must strictly adhere to the CASS performance specifications and must be
100% Test Program Set (TPS) transportable with all existing TPSs. The
CASS performance specification may be accessed via internet address,
http://spectra.crane.navy.mil/cass/tps/index.html. The contractor will
be required to "build to print" utilizing a technical data package
provided by the Government. In the event that any station element (e.g.
instrument, cabling etc.) cannot be procured or manufactured due to
parts obsolescence, a suitable replacement (i.e. meets specification
and TPS transportability requirements) shall be procured or developed
by the contractor, at no increase in contract price, to sustain
production requirements . Redesigned elements will, at a minimum, be
provided with Government purpose data rights. A successful contractor
will be required to manufacture CASS first article units and
demonstrate successful integration and TPS transportability before the
manufacture of additional CASS units is authorized. Contractors
interested in responding to this procurement announcement should do so
within thirty (30) days by submitting a short paper (not to exceed 10
one-sided pages in 10 point type or larger) demonstrating their
ability to fulfill and manage the requirements outlined above. This
information will be used to determine whether or not sufficient
interest and capability exists to justify procurement via "full and
open" competition. Papers may be in contractor format, but must at a
minimum address the contractor's experience and capabilities within the
following areas: large scale automated test equipment (ATE)/CASS
manufacture, integration and testing; TPS development and integration;
ATE/CASS program management; ATE/CASS subcontractor management;
ATE/CASS production engineering support; ATE/CASS configuration
management; ATE/CASS failure reporting and corrective action; ATE/CASS
reliability; ATE/CASS quality assurance. The contractor shall also
identify the contractor's current facilities to accommodate the subject
CASS Station manufacture, integration and testing. Please facsimile
