observation service are invited to request a QVA. Following are the
locations requiring service: beginning March 1, 1998 for Fort Wayne and
Evansville, IN. Beginning April 1, for Columbus, OH; Detroit, MI;
Flint, MI; Lafayette, IN; Lansing, MI; Milwaukee, WI; Madison, WI;
Minneapolis, MN; Peoria, IL; South Bend, IN; Quincy, IL. These are an
estimate of locations, guaranteed locations will be listed in the
solicitation package that will be issued to qualified contractors on or
about 2/12/98. The estimated price range will be listed in the QVA. Sic
Code is 8999. Offers will be solicited from the QVA only. This

Disadvantaged Business Utilization (OSDBU) has programs to assist
minority, woman-owned and disadvantaged business to acquire short-term
working capital & bonding assistance for transportation related
contracts. This is applicable toany eligible to a prime or subcontract
at any tier. The DOT bonding assistance program enables firms to apply
for bid, performance & payment bonds up to 1.0M per contract. The DOT
provides for 90% guaranty of bond amount to the surity against losses.
