Command (CECOM) Research, Development and Engineering Center has a
requirement for Engineering and Technical Support Services. The
resultant contract will provide for personnel and facilities to support
CECOM RDEC (Headquarters, Special Projects Office, Digital Integrated
Laboratory, and RDEC Directorates) in its ongoing efforts to develop an
integrated Digitized Battlefield. This initiative will entail
development of program plans, acquisition strategies, demonstration
scenarios, requirements reconciliation, systems analysis and
independent analysis of performance as well as breifing, white paper
and staff study preparation. The contract will require in-depth
knowledge of previous digitization efforts that culminated in the Task
Force XXI and Division XXI Advanced Warfighting Experiments (AWEs). In
addition, the contract will require a through comprehension of the
CECOM techbase development plans and processes to include joint DARPA
programs and ACTSs/ATDs as well as an understanding of the Joint
Venture/Force XXI objectives and strategy, TRADOC Battle Labs function
and role, and Joint Battle Center initiatives to establish and mature
the Army Digitization Architecture. The contract will require that the
offeror have or establish appropriate personnel and facilities to be
located within a minimal commuting distance of Fort Monmouth, NJ in
order to provide timely support. Labor categories anticipated to be
required include Project Director, Senior and Staff Engineer, Senior
and Staff Scientist, Senior and Staff computer Scientist, Program
Analyst, and Administrative/Secertary. This is a Time and Materials
Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a
period of performance of four years. This acquisition will be conducted
in accordance with FAR Part 15, Best Value, Contracting by Negotiation
and will be a 100% Set Aside for Small Business Concerns. The draft
solicitation will be available on or about 23 January 1998 at
http://acbop.monmouth.army.mil. All responsible parties may submit an
offer with detailed supporting information to be considered by this
office. The successful contractor will be excluded from any other
efforts related to hardware or software acquisition or development of
