The development of nowcast/forecast systems for ocean currents along the Arctic and subarctic oil marine transportation routes is a significant undertaking. OSRI anticipates funding at least one long-term program by June 1998 which will develop and integrate a Princeton Ocean Model (POM) or similar model with a monitoring/observation program. The observation/modeling program will provide a nowcast/forecast capability of currents and conditions that are relevant to the risk and costs of oil spills. OSRI estimates this project will cost as much as one million dollars per year, so partnerships with industry and other funding organizations will be required. To accomplish this task, applicants are encouraged to obtain matching funds or engage in cooperative efforts with the North Pacific Research Group, the Coastal Marine Institute (CMI), NOAA-HAZMAT, the EVOS Trustee Council, the Prince William Sound and Cook Inlet RCACs, National Marine Fisheries Service (NOAA-NMFS), the Department of Interior/Mineral Management Service (DOI-MMS), the Department of Interior/U.S. Geological Survey (DOI- USGS) and other interested parties. The duration of this grant will be up to seven years, with grant amounts not to exceed $300,000 per year. In developing their proposals and planning the research, potential OSRI project groups are expected to demonstrate that they can provide the scientific and organizational coordination of their projects. Use of existing federal, state, and commercial facilities is encouraged. Collaboration between researchers, end-users, and regulators ofthe proposed technology is required. The selected team will be expected to establish internal responsibilities for participants to meet milestones, make a long-term time commitment to the proposed project, and to participate in relevant OSRI Advisory Board activities. In turn, OSRI will make long-term commitments for funding. Application Process Interested individuals or organizations must submit an OSRI grant application package. This application may be obtained as a downloadable file from the OSRI homepage (http://www.pwssc.gen.ak.us/osri/osri.html). As part of the application package, submit a detailed project description of no more than 20 pages including summary, objectives, methods, timeline, budget showing total project cost and the amount requested from OSRI. Applicants may be asked to submit a pre-proposal. Proposal Evaluation Experience -- Applicants should have demonstrated ability to perform the project tasks. Proposals that interface with larger programs which include model based monitoring activities (especially with advanced technologies), that share data and promote the evaluation of ecosystem level changes (especially with combined observation and numerical model building components) will be given preference. Proposals that contribute to established bio-regional science plans developed through a public process and review will be given preference. All projects must have a central hypotheses or conjectures that include both physical forcing and biological interactions. Linkages to other programs that show horizontal integration of scientific disciplines are favored. Linkages to public concerns and users (industry, management, public, etc.) are favored. Proposals which have unique or long term monitoring benefits will also be considered. Examples of programs that have science plans are the Global Ecosystem Dynamics (GLOBEC) program of the National Science Foundation and the Sound Ecosystem Assessment (SEA) program of the EVOS Trustee Council. Box 705 Cordova, AK 99574 Awards Proposals, due by March 13, 1998 will be peer reviewed by the OSRI Scientific and Technical Committee. Reviews will be presented to the Advisory Board for final decision and the disposition communicated to applicants. Successful awards will be announced May 16, 1998. The award will be made for five to seven years but continued support is dependent on successful completion of proposed project milestones, submission of progress report, and pending the availability of funds. Annual workshops will be used to present the research developments in annual reports. The publication of peer reviewed journal papers are a requirement for continued funding and may reduce the emphasis of the final report in the performance evaluation of the project. Projects that do not perform in this area may be subject to early termination. Awards made as a result of this competition will be administered in accordance with the terms and conditions of OSRI Grant Policy Manual. (0009)
