SYNOPSIS/SOLICITATION for commerical items prepared in accordance with
the format FAR subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; invitation for bids (IFB) are being requested and
a written solicitation will not be issued. Solicitation document and
incorporated provisionsand clauses are those in effect through FAC
97-02. This solicitation shall be 100% small business set aside. The
SIC Code is 8999 and the small business size is $5M. Contractor shall
provide all items and services in this solicitation, no partial bids
will be accepted. Contractor shall provide industrial Hygiene Services
to VA Medical Center which includes two (2) certified industrial
hygienist and a licensed asbestos site surveillance technician (SST) to
provide air monitoring and quality assurance during asbestos abatement
projects involving renovation or demolition; air samples shall be
taken according to facility protocol; SST shall complete written
check-list, narratives, data sheets, and chain of custody for receiving
laboratory (Analysis of air and bulk samples for asbestos shall be done
by an independent laboratory). Contractor's SST shall report to the
facility Industrial Hygienist (IH) on the progress each work day.
Contractor shall provide the following: An AHERA certified asbestos
building Inspection/Management Planner for the asbestos building
surveys to determine the condition, friability and extend of
asbestos-containing materials, such as pipe insulation and floor tiles,
and preparation of reports; make recommendations as to the appropriate
abatement method and abatement priority rating according to facility
standards; evaluate and review abatement plans and surveys of proposed
abatement areas; update the facility asbestos Building Survey Report
and Asbestos Priortized List on excel data base; contractor's certified
industrial hygienist shall have a degree in Industrial Hygiene or
related field with at least one year experience as an IH for contract
employees that are sent to the facility to perform industrial hygiene
surveys of workplace, such as clinics, operating plant, research and
clinic laboratories for compliance to facility policies/federal
standards and applicable regulations concerning chemical and physical
hazards and biological hazards; to conduct emergency response to
spills/leaks, and personal protective equipment; prepare a written
report of survey findings and recommendations to correct deficiencies;
conduct employee workplace air monitoring of over 60 sites annually
for potentially toxic dusts, vapors, and gases and prepare a written
report for each workplace monitored including an evaluation of the
laboratory results to regulatory standards for exposures; review Hot
Work Permits and Confined Space Entry Permits; visits sites with direct
reading gas monitoring; provide Industrial Hygiene related training to
small groups of employees on hazardous communication, chemical
hygiene, chemical storage, PPE spill/leak emergency response plan, and
hot work permits. Contractor shall respond within 4 hours after
receipt of phone call from VA Medical Center WLA Industrial Hygiene
Department. The following provisions will apply to this acquisition;

acceptance is 30 calendar days. Bidders responding to this announcement
shall submit an hourly price and a total contract price for 3,500 hours
for a performance period of one year from date of award to Jewel
