(202) 776-8775 The Department of State, Bureau of International
Narcotics and Law Enforcement Affairs, Office of Policy and
Coordination, has a requirement for an individual to be responsible for
the production of the annual International Narcotics Control Strategy
Report (INCSR), advise on the drug certification process, and
preparation of the President's Annual List of Major Drug Producing and
Transit Countries. The work is part-time, intermittant for eight to
nine months per year. The GS equivalent grade is 13 through 14. Minimum
qualification include five years experience in preparation and
management of complex US Government foreign affairs reports and
publications; and foreign affairs expert with a minimum of 10 years
experience in at least three of the following four areas: overseas
diplomatic operations with foreign governments, international drug
control policy, US Department of State inter-bureau coordination
activities, and Washington interagency operations of the USG's
international counternarcotics community. Preferred qualifications
include: U.S. Foreign Service Program direction experience (Chief of
Mission, Principal Officer); experience in managing international drug
control programs; detailed understanding of the drug control and
certification provisions of the Foreign Assistance Act and their
implications for U.S. drug control policy; five years experience in
each of the four areas listed under minimum qualifications. Evaluation
criteria include: (1) ability to manage a complex information
gathering, analysis, coordination, and publication process; (2)
offeror's understanding of the legal and technical requirements
governing the designation of countries as major drug producing or drug
transit countries; (3) offeror's demonstrated ability to grasp complex
policy and management issues related to preparation of the INCSR and
majors list; (4) Offeror's knowledge of the applicable drug
conventions, the anti-drug provisions of the Foreign Assistance Act,
INL policy documents; (5) offeror's ability to carry out the various
word processing and spreadsheet operations associated with Wang and PC
systems. This requirement is for indivduals only. A personal services
